PM-ABHIM INFRASTRUCTURE PROJECTS IN PERAMBALUR

Will the Ministerof HEALTH AND FAMILYWELFAREbe pleasedtostate:
a) the status of the Pradhan Mantri Ayushman Bharat Health Infrastructure Mission
(PMABHIM) infrastructure projects sanctioned in Perambalur Parliamentary
Constituency of Tamil Nadu;
b) the detailsof funds releasedand utilised underthe scheme inthe said constituency;
c) the numberof facilities upgradedunderthe scheme;
d) the steps takenbythe Government tocompletependingprojects; and
e) the expectedimpact on healthcareservices inthe said constituency?
ANSWER

(a) to(e): Pradhan Mantri Ayushman Bharat Health Infrastructure Mission (PM-ABHIM) is a
Centrally Sponsored Scheme (CSS) with certain Central Sector (CS) components, has been
implemented to strengthen India's public health system through reforms that integrate health
service delivery, public health action and health research, thereby enhancing the capacity of
public health systems to effectively respond to pandemics and other public health
emergencies.
Under CSS componentof the scheme, administrative approvalshave beenaccordedto
the State of Tamil Nadu, for an amount of Rs. 1656.32 Cr. for construction/ strengthening of
708 Urban Ayushman Arogya Mandirs (Urban-AAMs), 38 Integrated Public Health Labs
(IPHLs) at District level and 39 Critical Care Blocks (CCBs) at District Hospitals and
Medical collegelevel.
As per the information provided by the State, with respect to PerambalurParliamentary Constituency, under CSS component of the scheme, a 50-bedded Critical Care
Block (CCB) and one Integrated Public Health Laboratory (IPHL) have been approved for
Perambalur district at capital costs of Rs. 23.75 crore and Rs. 1.25 crore, respectively. In
addition, an Integrated Public Health Laboratory (IPHL) at District Hospital, Kulithalai,
falling under the Perambalur Parliamentary Constituency, has also been approved under PM-
ABHIM, the construction of which has been completed and the facility has been made
functional.
Under PM-ABHIM, funds are released to States/UTs on a lump-sum basis based on
approved activities, enabling them to utilize the funds as per their assessed needs and
priorities. The details of Central Release and Expenditure under PM-ABHIM since inception
toFY2026-27 (upto13.07.2026) for the Stateof Tamil Nadu isasunder:

The State has further informed that to ensure timely completion of the approved
projects, a Programme Management Consultancy (PMC) has been engaged for regular
monitoring of civil works, ensuring compliance with quality standards and facilitating timely
implementation. Further, bi-weekly review meetings are conducted by the State Programme
Manager (National Urban Health Mission), who is also the Nodal Officer for Civil Works, to
monitor project progress and resolve implementation bottlenecks. In addition, monthly
review meetings, chaired by the Mission Director, National Health Mission, Tamil Nadu, are
held to review progress, address critical issues and ensure timely completion and
operationalisationof the approvedinfrastructure.
