(a) the number of farmers from Tiruvannamalai and Kanchipuram district in Tamil Nadu
who have availed benefits under PM KISAN since the launch of the scheme along with
the total amount disbursed to each farmer since inception, district-wise;
(b) whether the Government has identified eligible but unregistered farmers in Tamil
Nadu who are yet to be brought under the ambit of PM KISAN and, if so, the details
thereof;
(c) the steps taken or proposed by the Central Government to expand coverage,
streamline verification and ensure timely payments to all eligible farmers; and
(d) the measures adopted to enhance awareness, reduce exclusion errors and ensure
transparent and efficient delivery of benefits to farmers in Tamil Nadu under the PM
KISAN scheme?

(a) & (b): The PM-KISAN scheme is a central sector scheme launched in February
2019 by the Hon’ble Prime Minister to supplement the financial needs of farmers with
cultivable land-holding. Under the scheme, a financial benefit of ₹ 6,000/- per year is
transferred in three equal instalments, into the Aadhaar seeded bank accounts of
farmers through Direct Benefit Transfer (DBT) mode. Under the PM-KISAN Scheme,
cultivable landholding is primary eligibility criteria to receive benefit of the Scheme
subject to certain exclusions relating to higher economic status.
The registration of farmers in the Scheme is an ongoing process and is open to
farmers of all States/UTs including Tamil Nadu. The farmers can register themselves
through PM-KISAN Portal, PM-KISAN App, and Common Service Centers (CSCs). All
such applications are approved by the concerned States/UTs after due verification.A farmer-centric digital infrastructure has ensured the benefits of the scheme
reach all the farmers across the country without involvement of any intermediaries.
Maintaining absolute transparency in registering and verifying beneficiaries, the
Government of India has disbursed over ₹ 4.09 lakh Cr. through 21 installments since
inception of the Scheme.
Recently, the 21st instalment of PM-KISAN was released on 19th November,
2025, under which 1,38,955 farmers of Tiruvannamalai District and 21,321 farmers
of Kanchipuram District of Tamil Nadu received the benefit of the scheme. The
instalment-wise and district-wise details of amount released under PM-Kisan Scheme
since inception in State of Tamil Nadu is attached at Annexure.
(c) & (d) The benefit under the PM-KISAN scheme is transferred to beneficiaries via
Direct Benefit Transfer (DBT), based on verified data provided by States and UTs
through the PM-KISAN portal. To ensure transparency and efficient implementation,
several technological measures have been introduced, including integration with
PFMS, UIDAI, and the Income Tax Department. Further, Land seeding, Aadhaar-
based payments, and e-KYC have been made mandatory to ensure benefits reach
only to the eligible farmers.
Further, in order to expand coverage and to ensure that no eligible farmers are
left out from the Scheme, the Government of India often undertakes saturation drives
in coordination with the State Governments including Tamil Nadu. A major nationwide
saturation drive was undertaken from 15th November 2023 under the Viksit Bharat
Sankalp Yatra (VBSY), during which, more than 1.0 Cr. farmers were included under
PM-KISAN. Further, under the new Government’s 100 days initiative, over 25 lakh
eligible farmers were added under the PM-KISAN scheme. Additionally, a special drive
was conducted in September 2024 to clear the pending self-registration cases, which
resulted in the addition of over 30 lakh new farmers.Annexure
