SHRI RAJU BISTA: Will the Minister of Agriculture and Farmers Welfare कृ िष एवं िकसान क(cid:670)ाण मं(cid:361)ी be pleased to state: (a) the details of disbursal of funds under the PM-KISAN scheme since inception till date in West Bengal, district-wise; (b) the total number of PM-KISAN beneficiaries and applications received under the scheme, particularly in Darjeeling and Kalimpong districts; (c) whether the Government has received any complaints of fraud and fake beneficiaries in the implementation of PM-KISAN scheme in West Bengal; and (d) if so, the details of action that has been taken so far and effective measures taken to prevent fraudulent registrations in welfare schemes? ANSWER THE MINISTER OF STATE FOR AGRICULTURE AND FARMERS WELFARE कृ िष एवं िकसान क(cid:670)ाण रा(cid:475) मं(cid:361)ी (SHRI RAMNATH THAKUR) (a) & (b): The PM-KISAN scheme is a central sector scheme launched in February 2019 by the Hon’ble Prime Minister to supplement the financial needs of farmers with cultivable land-holding. Under the scheme, a financial benefit of Rs 6,000/- per year is transferred in three equal instalments, into the Aadhaar seeded bank accounts of farmers through Direct Benefit Transfer (DBT) mode. A farmer-centric digital infrastructure has ensured the benefits of the scheme reach all the farmers across the country without involvement of any intermediaries. Maintaining absolute transparency in registering and verifying beneficiaries, the Government of India has disbursed over Rs 3.90 lakh Cr. in 20 installments since inception of the Scheme. The registration of farmers in the Scheme is an ongoing process and is open to farmers of all States/UTs including West Bengal. The farmers can register themselves through PM-KISAN Portal, PM-KISAN App, and Common Service Centers (CSCs). All such applications are approved by the concerned States/UTs after due verification. In the cases, where the required documents/details are not provided by the applicant, the application is liable to be rejected by the State/UT Governments. Once it is approved by the State/UTs, benefit is processed immediately by the Department and the same is released in the subsequent instalment. The PM-KISAN Scheme is being implemented in the State of West Bengal since FY 2021-22. District-wise and instalment-wise details of benefits released under PM- KISAN in West Bengal, including in Darjeeling and Kalimpong districts, since FY 2021- 22 is at Annexure.(c) & (d): To ensure that the benefits are only transferred to the eligible farmers, benefits of the PM-KISAN scheme are transferred to the beneficiaries through Direct Benefit Transfer (DBT) mode, based on the verified data received from the States/UTs on the PM-KISAN portal. To ease the registration process for farmers and bring in transparency and efficiency in implementation of the Scheme, several technological interventions were introduced, including integration with PFMS, UIDAI, and the Income Tax Department. Further, PM Kisan database is verified with respect to the PDS database of ration cards, inactivated Aadhaar due to death etc. as updated in UIDAI portal and deduplication with PFMS and Income Tax data. Moreover, land seeding, Aadhaar-based payment and e-KYC have been made mandatory under the scheme. The benefits of the farmers, who do not complete these mandatory criteria, are temporarily stopped. As and when these farmers complete their mandatory requirements, they receive the benefits of the scheme along with their accrued benefits of previous instalments. This process does not cause any financial loss to eligible farmers under the Scheme.
