(a) the total number of landholding farmer families in Maharashtra who have been
registered under the Pradhan Mantri Kisan Samman Nidhi (PM-KISAN) scheme since
its inception;
(b) the total amount of funds disbursed to eligible farmers in Maharashtra under the
scheme, year-wise, since inception;
(c) whether the Government has implemented digital infrastructure and Aadhaar-
seeding to ensure Direct Benefit Transfer (DBT) and eliminate middlemen in
Maharashtra and if so, the details thereof;
(d) whether there have been any delays or grievances in the receipt of PM-KISAN
instalments by farmers in Maharashtra and if so, the reasons and steps taken to
address them;
(e) the district-wise data of beneficiaries in Maharashtra, including the number of
verified, pending and rejected applications under the scheme;
(f) the details of the exclusion criteria under PM-KISAN and the number of farmers
excluded in Maharashtra based on these provisions; and
(g) the future roadmap for strengthening digital monitoring and grievance redressal
under PMKISAN in Maharashtra, especially for small and marginal farmers in remote

(a) to (c): The PM-KISAN scheme is a central sector scheme launched in February
2019 by the Hon’ble Prime Minister to supplement the financial needs of cultivable
land-holding farmers. Under the scheme, a financial benefit of Rs 6,000/- per year is
transferred in three equal instalments, directly into the Aadhaar seeded bank accounts
of farmers through Direct Benefit Transfer (DBT) mode. Under the PM-KISAN
Scheme, cultivable landholding is primary eligibility criteria to receive benefit of the
Scheme subject to some certain exclusions relating to higher income status.
A farmer-centric digital infrastructure has ensured that the benefits of the
scheme reach all eligible farmers across the country without involvement of any
intermediaries. In the State of Maharashtra, all payments are made via the Aadhaar
mode using Direct Benefit Transfer (DBT). Maintaining absolute transparency in
registering and verifying beneficiaries, the Government of India has disbursed over Rs
3.69 lakh Cr to farmers in 19 installments since inception. The instalment-wise data of
the beneficiaries covered and amount released to them in the State of Maharashtra is
attached at Annexure-1.
(d) to (g): The registration of farmers in the Scheme is an ongoing process. The
farmers can register themselves through PM-KISAN Portal, PM-KISAN App, and
Common Service Centers (CSCs). All such applications are approved by the
concerned States/UTs after due verification. In the cases, where the required
documents/details are not provided by the applicant, the application is liable to be
rejected by the State/UT Governments. Once it is approved by the State/UTs, benefit
is processed immediately by the Department and the same is released in the
subsequent instalment.
Benefits of the scheme are transferred to the beneficiaries through Direct
Benefit Transfer (DBT) mode, based on the verified data received from the States/UTs
on the PM-KISAN portal. To ease the registration process for farmers and bring in
transparency and efficiency in implementation of the Scheme, several technological
interventions were introduced, including integration with PFMS, UIDAI, and the Income
Tax Department. Further, land seeding was made mandatory along with Aadhaar
based payment and e-KYC. The benefits of the farmers, who did not complete these
mandatory criteria, were stopped. As and when these farmers complete their
mandatory requirements, they receive the benefits of the scheme along with their due
installments, if any.The District-wise data of beneficiaries so benefited under 19th instalment is given at
Annexure-2.
The details of exclusion criteria under the PM-Kisan Scheme are as under:-
(1) All Institutional Land holders; and
(2) Farmer families in which one or more of its members belong to following
categories :
i) Former and present holders of constitutional posts
ii) Former and present Ministers / State Ministers and former / present Members
of Lok Sabha / Rajya Sabha / State Legislative Assemblies / State Legislative
Councils, former and present Mayors of Municipal Corporations, former and
present Chairpersons of District Panchayats.
iii) All serving or retired officers and employees of Central / State Government
Ministries / Offices / Departments and their field units, Central or State PSEs
and Attached offices / Autonomous Institutions under Government as well as
regular employees of the Local Bodies (Excluding Multi Tasking Staff / Class IV
/ Group D employees)
iv) All superannuated / retired pensioners whose monthly pension is
Rs.10,000/- or more (Excluding Multi Tasking Staff / Class IV / Group D
employees)
v) Income Tax Payee.
vi) Professionals like Doctors, Engineers, Lawyers, Chartered Accountants,
and Architects registered with Professional bodies and carrying out profession
by undertaking practices.
(3) In case of new beneficiaries being uploaded on the PM-KISAN Portal, all land
holding farmers’ families who are Non-resident Indians (NRIs) in terms of the
provisions of the Income Tax Act, 1961 shall be excluded from any benefit under the
Scheme.
A dedicated ‘Farmers Corner’ has been provided on the PM-KISAN portal
where a number of facilities have been provided to farmers including checking their
beneficiary status and instalment payment details. There is an additional functionality
i.e. Know Your Status, provided on the portal for the farmers to check their eligibility
and payment status. Farmers can also visit their local Common Service Center where
they can get their beneficiary status and instalment payment details checked.PM-KISAN Scheme has a robust grievance redressal mechanism to resolve
any issues including issues related related to non-receipt of funds. There is a
dedicated grievance module on the PM-KISAN Portal for raising grievances by the
farmers. Apart from the PM-KISAN grievance module, farmers can also register their
grievances through Centralized Public Grievance Redress and Monitoring System
(CPGRAMS) Portal. These grievances are addressed by the State/District level
officials in a time bound manner. Further, considering the large beneficiary base of the
scheme, to promptly address the general queries and grievances raised by the
beneficiaries, a voice-based PM-KISAN AI Chatbot (Kisan e-Mitra) was developed.
This Chatbot provides quick, accurate, and clear responses to farmers' queries round
the clock in their native languages, making the system more accessible and user-
friendly. It is accessible on all platforms such as web, mobile, etc. The Kisan eMitra
Chatbot currently operates in 11 languages—English, Hindi, Odia, Tamil, Bengali,
Malayalam, Gujarati, Punjabi, Kannada, Telugu, and Marathi.Annexure-1
