(a) the number of farmers who have been excluded from the PM-Kisan Samman Nidhi
scheme in the last five years in Punjab, along with reasons for their removal and any
corrective steps being considered to re-include genuine beneficiaries;
(b) whether the number of farmers dropped from the said scheme since 2019, State
and yearwise;
(c) whether the Ministry conducted any review or audit to identify genuine farmers
wrongly removed from the beneficiary list, if so, the details thereof;
(d) whether there is any timeline proposed to re-verify and re-include eligible farmers;
(e) whether the Government has earmarked any budgetary allocations in the Budget
2025 to re-include farmers in PM-Kisan Nidhi Scheme;
(f) whether the details of grievance redressal mechanisms in place at the State and
district level to address beneficiary complaints under the scheme?

(a) & (b): The PM-KISAN scheme is a central sector scheme launched in February
2019 by the Hon’ble Prime Minister to supplement the financial needs of farmers with
cultivable land-holding. Under the scheme, a financial benefit of Rs 6,000/- per year is
transferred in three equal instalments, into the Aadhaar seeded bank accounts of
farmers through Direct Benefit Transfer (DBT) mode.To ensure that the benefits are provided only to the eligible beneficiaries, land
seeding, Aadhaar-based payment and e-KYC have been made mandatory under the
scheme. Land seeding was made mandatory during the release of the 12th instalment
of the scheme (August 2022 - November 2022), and Aadhaar-based payment was
made mandatory from the 13th instalment (December 2022 - March 2023) onwards.
e-KYC was made mandatory from the 15th instalment (April 2023 - July 2023). In this
process, the total numbers of beneficiaries who benefited in the scheme in the 12th
Instalment period was temporarily reduced across the states. This decrease was
nominal in the States who proactively undertook suitable measures and completed the
above said mandatory requirements.
The benefits of the farmers, who do not complete these mandatory criteria, are
temporarily stopped. As and when these farmers complete their mandatory
requirements, they receive the benefits of the scheme along with their accrued benefits
of previous instalments. This process does not cause any financial loss to eligible
farmers under the Scheme.
Benefit of the PM-KISAN scheme is transferred to the beneficiaries through
Direct Benefit Transfer (DBT) mode, based on the verified data received from the
States/UTs on the PM-KISAN portal. To ease the registration process for farmers and
bring in transparency and efficiency in implementation of the Scheme, several
technological interventions were introduced, including integration with PFMS, UIDAI,
and the Income Tax Department. Further, PM-KISAN database is verified with respect
to the PDS database of ration cards, inactivated Aadhaar due to death etc. as updated
in UIDAI portal and deduplication with PFMS and Income Tax data.
A farmer-centric digital infrastructure has ensured the benefits of the scheme
reach all the farmers across the country without involvement of any intermediaries.
Maintaining absolute transparency in registering and verifying beneficiaries, the
Government of India has disbursed over Rs 3.90 lakh Cr. through 20 installments since
inception of the Scheme. The instalment-wise details of benefits released to
beneficiaries of Punjab since inception of the Scheme, as on 04.08.2025 are at
Annexure.(c) & (d): In order to ensure that no eligible farmers are left out from the Scheme,
the Government of India undertakes saturation drives, on a regular basis, in
coordination with the State Governments. A major nationwide saturation drive was
undertaken from 15th November 2023 under the Viksit Bharat Sankalp Yatra (VBSY),
during which, more than 1.0 Cr. farmers were included under PM-KISAN. Further,
under the new Government’s 100 days initiative, around 25 lakh more eligible farmers
were added to the PM-KISAN scheme. Additionally, a special drive was conducted
from September 2024 to clear the pending self-registration cases, where over 30 lakh
farmers were added to the scheme.
(e): In the financial year 2025-26, ₹ 63,500 crore have been allocated for PM-Kisan
Scheme. The 20th instalment of PM-Kisan scheme was released on 2nd August, 2025
and more than 9.71 crore beneficiaries received benefits amounting to more than ₹
20,500 Cr. Out of this, more than 11.34 lakh beneficiaries from Punjab received the
benefit amounting to Rs. 387.76 crores.
(f): To ensure the prompt resolution of issues faced by the farmers under the PM-
KISAN scheme, following grievance redressal mechanisms are in place:

Further, to enhance grievance redressal, the AI-based Kisan eMitra Chatbot
was launched in September 2023. This Chatbot provides quick, accurate, and clear
responses to farmers' queries round the clock in their native languages, making the
system more accessible and user-friendly. It is accessible on all platforms such as
web, mobile, etc. The Kisan eMitra Chatbot currently operates in 11 languages—
English, Hindi, Odia, Tamil, Bengali, Malayalam, Gujarati, Punjabi, Kannada, Telugu,
and Marathi—and has successfully resolved over 95 lakh queries from 53 lakh farmers
as on 04.08.2025.Annexure
