Will the Minister of EDUCATION be pleased to state:
(a) the details of contents telecasted by the PMeVIDYA DTH channel;
(b) whether the Government is planning to integrate the PMeVIDYA DTH channel with other
digital education initiatives, such as DIKSHA platform and if so, the details thereof; and
(c) the details of the expected outcomes in terms of educational accessibility for the hearing-
impaired students?

(a) to (c): The National Education Policy 2020 (NEP 2020) announced on 29.07.2020 is the
first education policy of the 21st century and aims to address the many growing developmental
imperatives of our country. The Policy proposes the revision and revamping of all aspects of
the education structure, including its regulation and governance, to create a new system that is
aligned with the aspirational goals of 21st century education, including SDG-4, while building
upon India’s traditions and value systems. Education is part of the Concurrent List of the
Constitution and most of the Government schools are under the administration of the State
Government and its bodies.
A comprehensive initiative called PM eVidya was initiated as part of ‘Atmanirbhar Bharat
Abhiyaan’ on 17th May, 2020, which unifies all efforts related to digital/online/on-air education
to enable multi-mode access to education across the country under the aegis of National
Education Policy (NEP) 2020. States/Union Territories (UTs) collaborate with NCERT to
utilise, monitor and evaluate the effectiveness of these initiatives as per their requirements in
mother tongue/local/regional languages. PM eVidya includes 200 DTH TV Channels allotted
to States/UTs/Autonomous Bodies (ABs)/Other Ministries like Ministry of Skill Development
and Entrepreneurship, Ministry of Tribal Affairs in Government of India and 400 Radio
channels to enable them to provide supplementary education as per their requirement in various
Indian languages for classes 1-12.The content telecast by the PM eVidya DTH TV Channels primarily includes curriculum-
aligned, grade and subject-specific educational videos, typically based-on NCERT textbooks
and textbooks of State Boards and Autonomous Bodies such as NIOS/CBSE/KVS/NVS/others
as the case may be. In addition, other programs having co-curricular/extra-curricular value are
also telecast as fillers. Such programs include videos on Yoga, Sports, General
Knowledge/General Awareness, disaster management, Moral Values/Stories, Art and Craft,
Cultural Heritage including Music and Dance etc.

Digital Infrastructure for Knowledge Sharing (DIKSHA) is the Nation’s One Nation, One
Digital platform for providing quality e-content for school education in States/UTs along with
QR coded Energised Textbooks (ETBs) for all grades. As a participant in DIKSHA,
States/UTs/ABs have generated and contributed over 3.7 lakh content in mother local/regional
languages enabling multilingualism. Overall, 565.28 crore learning sessions have been
completed on DIKSHA by students, teachers and other stakeholders. DIKSHA Offline
supports areas with limited or no internet connectivity. The stakeholders have access to more
than 450 Virtual Labs and 100 Virtual skill labs in Hindi and English on DIKSHA.
A dedicated Indian Sign Language - ISL Channel (No. 31) has been launched by Hon’ble
Education Minister on 06th December 2024, broadcasting a large number of ISL videos
covering the learning of ISL and NCERT textbooks across different grades and subjects. The
videos in ISL, follow principles of Universal Design for Learning (UDL) and are being
constantly disseminated through DIKSHA portal & App and also via PM e VIDYA (One Class,
One Channel) DTH channels, PM eVidya DTH ISL channel 31 and also via YouTube channels,
to ensure coherent access of e-content. These videos include NCERT textbook, glossary words
in Psychology, History, Geography, Urdu, Economics; academic terms; achiever series; NBT
exam warrior (PPC); Bhasha Sangam; poems; stories; dictionary; and National Anthem. The
ISL textbooks can be accessed from DIKSHA class wise and subject wise from the portal link
www.diksha.gov.in. The expected outcomes for hearing-impaired students under PM eVidya
DTH TV Channels include enhanced access to education through ISL-enabled, barrier-free and
curriculum-aligned content, improving comprehension, learning continuity and enabling
independent, self-paced access to NCERT materials while strengthening inclusive participation
in mainstream education.
