(a): the details of specific provisions made under Pradhan Mantri Fasal Bima Yojana
(PMFBY) for farmers in coal mining affected areas of Peddapalli Constituency,
considering the environmental challenges affecting crop yields;
(b): the agricultural credit disbursement data for Peddapalli district during last three years
under the modified Interest Subvention Scheme providing 1.5% interest subvention to
lending institutions, year-wise;
(c): the details of any assessment conducted regarding soil contamination impact on
agricultural productivity in villages surrounding coal mining operations, particularly in
Kamanpur and Sultanabad mandals;
(d): the specialized compensation mechanism established for farmers facing crop losses
due to coal dust deposition and air pollution from thermal power plants in the region; and
(e) the status of soil health management programs specifically designed for agricultural
lands in industrial corridors of Peddapalli Constituency?

(a) : The Pradhan Mantri Fasal Bima Yojana (PMFBY) introduced in the country from kharif
2016 season is demand driven and voluntary for States as well as farmers. All the major
work like notification of crops and area, selection of insurance model, selection of Insurance
Companies through transparent bidding process, enrollment of farmers, assessment of crop
yield/crop loss for calculation of admissible claims are being performed by the concerned
State Government or Joint Committee of State Government officials and concerned
insurance company is taken by the State Government concerned keeping in view the
local/ground conditions in the State The roles and responsibilities of each stakeholder are
defined in the Operational Guidelines of the scheme for the proper execution of the scheme.State Government of Telangana implemented the scheme from 2016-17 to 2019-20
in the State including Peddapalli constituency and has not implemented thereafter.
(b) : The government is implementing a 100% Central Sector Scheme known as the
Modified Interest Subvention Scheme (MISS) across various States and UTs including
Peddapalli district. This scheme aims to provide concessional interest rates on short-term
agricultural loans obtained by farmers through Kisan Credit Cards (KCC) for their working
capital requirements. The details of disbursement of funds under MISS through RBI &
NABARD (all India) for the last three years is given as under:

(c) : Ministry of Coal has informed that no studies were conducted by Singareni Collieries
Company Ltd. (SCCL) regarding soil contamination impact due to coal mining operations
on agricultural productivity in villages of Kamanpur and Sultanabad mandals.
(d) : There is no specialized compensation mechanism established in SCCL for farmers
facing crop losses due to coal dust. However, Pradhan Mantri Fasal Bima Yojana (PMFBY)
provides for comprehensive risk insurance against crop damage due to non-preventable
natural risks from pre-sowing to post-harvest stages of the crops for the crops/areas notified
by the concerned State Government.
(e) : The Soil Health Cards (SHCs) was introduced in the year 2014-15 with objective to
assist States in promoting Integrated Nutrient Management (INM) through judicious use of
chemical fertilizers including secondary and micro nutrients, in conjunction with organic
manures & bio-fertilizers for improving soil health and its productivity. Under the scheme,
25.13 crore Soil Health Cards have been issued to farmers at national level including
farmers of Peddapalli district.
