Shri Balashowry Vallabhaneni: Will the Minister of RURAL DEVELOPMENT be pleased to state: (a) whether the length or roads constructed under Pradhan Mantri Gram Sadak Yojana (PMGSY) per day since 2021-22 has been coming down, if so, the details thereof; (b) whether it is a fact that average roads constructed per day has fallen from 115.08 kms in 2021-22 to just 71 kms in 2023-24, if so, the details thereof and if not, the reasons therefor; (c) the details of the average roads constructed per day in 2024-25 and 2025-26, State-wise, including Andhra Pradesh; (d) the details of reasons that only 369 kms road length has been completed in spite of sanctioning of 1231 kms length of roads in Andhra Pradesh in 2023; (e) the steps taken to increase the average construction of roads per day under PMGSY; and (f) the time by which the targeted 1231 kms of rural roads are going to be completed in Andhra Pradesh? ANSWER MINISTER OF STATE IN THE MINISTRY OF RURAL DEVELOPMENT (SHRI KAMLESH PASWAN) (a) & (b): Rural road is a State Subject. Pradhan Mantri Gram Sadak Yojana (PMGSY) is being implemented by the Government of India since the year 2000 as a one-time special intervention to provide rural connectivity, by way of a single all-weather road, to the eligible unconnected habitations of the designated population as laid out in the program guidelines. Implementation of the scheme is the responsibility of the respective States/UTs based on the guidelines of the program, updated from time to time. Under PMGSY since inception, 5,521 roads with 20,727 kms of length have been sanctioned in the state of Andhra Pradesh, out of Page 1 of 4which 5,150 roads of 18,600 kms have been completed by the state as on 20.03.2026. The average construction pace was approximately 115.08 km per day during 2021–22, with a total completion of 42,003 km in that year at national level. Whereas in Andhra Pradesh, the average construction pace was approximately 3.51 km per day during 2021– 22, with a total completion of 1282.132 km in that year. The pace of construction declined to about 71 km per day in 2023–24, corresponding to an annual completion of 26,099 km at national level. Whereas in Andhra Pradesh, the pace of construction declined to about 1.01 km per day in 2023–24, corresponding to an annual completion of 369.14 km. The slow rate of construction is mainly due to the limited number of kilometers remaining under the PMGSY-I and PMGSY-II verticals, with over 97% of the sanctioned length already completed under these verticals. The remaining projects are primarily impacted by challenging terrains, forest clearances, and legal issues. Further under PMGSY-III & PM-JANMAN, delayed tendering process and forest clearance affected the construction. The details of the length of roads completed since 2021-22 in the state of Andhra Pradesh are as given below:- Year No. of roads Length completed in completed Km (in corresponding FY only) 2021-22 160 1282 2022-23 202 1051 2023-24 78 369 2024-25 35 387 2025-26 (as on 93 460 19.3.2025) (c): During FY 2024–25, the national average construction pace was 49.61 km per day, with a total completion of 18,108 km at national level. In comparison, the average pace of construction in the state of Andhra Pradesh is 1.06 km per day, completing 387 km during the year. Similarly, during the current FY 2025–26 (as on 19.03.2026), the national average construction pace is 38.69 km per day, with 13,660 km completed, whereas Andhra Pradesh has achieved an average Page 2 of 4pace of 1.30 km per day, completing 460 km so far. Details of the average roads constructed per day in 2024-25 and 2025-26, State- wise, including Andhra Pradesh, are given at Annexure-I. (d): During 2023–24, a total road length of 1231.75 km was sanctioned in the state of Andhra Pradesh, comprising 916.22 km under PMGSY-III and 315.53 km under PM-JANMAN. Out of this, as on 19.03.2026(cumulative), 674.17 km has been completed, including 595.04 km under PMGSY-III and 79.13 km under PM-JANMAN. The reason for slow pace of construction in the state is due to delayed tendering process and forest clearances. Commencement of works was also delayed due to the Schedule of General Elections during the months of March to June 2024. The works are in progress now and a road length of 595.04 km has been completed as on date. (e): Implementation of PMGSY is regularly reviewed by the Ministry by way of Regional Review Meetings (RRMs), Performance Review Committee (PRC) Meetings, and Pre-Empowered/Empowered Committee Meetings with the states/UTs. Special review meetings/monthly review meetings are also held by the Secretary/Joint Secretary, Ministry of Rural Development, with Chief Secretaries/Principal Secretaries of the States to take stock of the progress of the scheme, including quality and maintenance aspects. The implementation of all sanctioned works, including their maintenance, is regularly monitored through an online programme, namely, Online Management, Monitoring and Accounting System (OMMAS) on real-time basis. Regular review meetings are being conducted with the state officials The Forest Department is also being continuously pursued for obtaining the required forest clearances for PMGSY works. Regular reviews are being also conducted at the state level with concerned field engineers and management meetings are taking place with contractors to expedite the progress of the work. (f): As on date, road length of 674.17 km has been completed, while 73.57 km has been dropped. Forest clearances are required for 30.56 km.
