BHARTI PARDHI: SHRI OMPRAKASH BHUPALSINH ALIAS PAVAN RAJENIMBALKAR: SHRI BAJRANG MANOHAR SONWANE: SHRI SHRIRANG APPA CHANDU BARNE: Will the Minister of LABOUR AND EMPLOYMENT be pleased to state: (a) the details and update on the progress and impact of the Pradhan Mantri Rozgar Protsahan Yojana (PMRPY) since its launch particularly the number of new jobs created and the sectors that have benefited the most from the scheme State/UT-wise, particularly in Maharashtra; (b) the details of the sectors benefited the most under the PMRPY; (c) the details of the steps taken by the Government to address unemployment among youth, women and educated people; (d) whether new skill development initiatives are meant for emerging industries such as AI, renewable energy and data science, if so, the details thereof; and (e) the extent to which National Career Service (NCS) portal has been effective in bridging the gap between job seekers and employers? ANSWER MINISTER OF STATE FOR LABOUR AND EMPLOYMENT (SUSHRI SHOBHA KARANDLAJE) (a) & (b): Pradhan Mantri Rojgar Protsahan Yojana (PMRPY) was launched with effect from April, 2016 to incentivise employers for creation of new employment. The last date of registration for availing the benefits of the scheme was 31.03.2019. The beneficiaries registered upto 31st March, 2019 continued to receive the benefit for 3 years from the date of registration under the scheme i.e. upto 31st March, 2022. Benefits have been provided to 1.21 crore employees through 1.52 lakh establishments. The State-wise number of beneficiaries with industry/ sector-wise details in the country, including the State of Maharashtra is at Annexure- I & II.(c) & (d): Employment generation coupled with improving employability for youth and women is the priority of the Government. Accordingly, Government is implementing various employment generation schemes/ programmes in the country. These inter-alia include Pradhan Mantri Mudra Yojana (PMMY), Stand-UP India Scheme, Startup India, Prime Minister’s Employment Generation Programme (PMEGP), Women in Science and Engineering- KIRAN (WISE-KIRAN), SERB-POWER (Promoting Opportunities for Women in Exploratory Research), Mission Shakti, Namo Drone Didi and Lakhpati Didi, Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGS), Deendayal Antyodaya Yojana- National Rural Livelihoods Mission (DAY-NRLM), Deen Dayal Upadhyaya Grameen Kaushalya Yojana (DDU-GKY), Rural Self Employment and Training Institutes (RSETIs), Deendayal Antyodaya Yojana-National Urban Livelihoods Mission (DAY-NULM), PM Street Vendor’s AtmaNirbhar Nidhi (PM SVANidhi), Production Linked Incentive, etc. In addition, the Union Cabinet has approved the Employment Linked Incentive (ELI) Scheme to support employment generation, enhance employability and social security across all sectors, with special focus on the manufacturing sector. Ministry of Electronics and Information Technology (MeitY) has initiated a programme titled “FutureSkills PRIME”, jointly with NASSCOM, aimed at Re-skilling/Up-skilling of IT Manpower for Employability in 10 new/emerging technologies including Artificial Intelligence. Under Pradhan Mantri Kaushal Vikas Yojana (PMKVY) 4.0, the Government has started new age and futuristic courses such as coding, AI, robotics, mechatronics, IOT, 3D printing, drones, Cloud Computing. Directorate General of Training (DGT) under Ministry of Skill Development & Entrepreneurship is also imparting vocational training in 29 new age/ Future Skills courses such as Drones, Artificial Intelligence, Mechatronics, Internet of Things, Cybersecurity, Semiconductor etc. The Ministry of New and Renewable Energy (MNRE) is implementing following capacity building and skill development programmes to create skilled workforce for design, installation, operation & maintenance etc. of Renewable Energy projects to facilitate employment opportunities for youth including women:(i) Skill development programmes such as Suryamitra (Solar PV Technician), Varunmitra (Solar water pumping Technician), Vayumitra (Wind Power Plant Technician) and Jal-urjamitra (Small hydro Power Plant Technician); (ii) Prime Minister Surya Ghar Muft Bijli Yojana (PMSGMBY) to build capable local expert workforce for installation/design/O&M for solar roof top systems throughout the country; (iii) Skilled manpower for Green Hydrogen Sector is being created under the National Green Hydrogen Mission (NGHM) through a scheme on skilling, up-skilling and re-skilling; and (iv) Ministry had also supported six months training programme specially for semi-literate women of rural areas on assembly, installation, operation and maintenance of solar lanterns, lamps etc. (e): Ministry of Labour and Employment, Government of India, is running the National Career Service (NCS) Portal which is a one-stop solution for providing career related services including jobs from private and government sectors, information on online & offline job fairs, job search & matching, career counselling, vocational guidance, information on skill development courses, skill/training programmes etc. through a digital platform [www.ncs.gov.in].
