GOVERNMENT OF INDIA MINISTRY OF RAILWAYS LOK SABHA UNSTARRED QUESTION NO. 5392 TO BE ANSWERED ON 25.03.2026 POOR CONDITION OF UNDERPASS AT RAGAL PAVI, TIRUPPUR DISTRICT 5392. SHRI ESWARASAMY K: Will the Minister of RAILWAYS be pleased to state: (a) whether the Government is aware that the railway underpass located at Ragal Pavi Panchayat near Udumalpet in Tiruppur district is reportedly filled with mud and slush due to inadequate maintenance and if so, the details thereof; (b) whether it is a fact that during the monsoon season, rainwater stagnates in the said underpass causing inconvenience, traffic disruption and hardship to motorists and the public and if so, the details thereof; (c) the reasons for the absence of proper drainage facilities and periodic desilting/maintenance at the said location; and (d) the remedial steps taken/proposed to be taken by the Government to clear the accumulated mud and slush, improve drainage infrastructure and ensure that such waterlogging does not recur in future? ANSWER MINISTER OF RAILWAYS, INFORMATION & BROADCASTING AND ELECTRONICS & INFORMATION TECHNOLOGY (SHRI ASHWINI VAISHNAW) (a) to (d): Sanctioning of proposals for construction of ROBs/RUBs in lieu of Level Crossings is a continuous and dynamic process of Indian Railways. Such works are prioritised and taken up on the basis of its impact on safety in train operations, mobility of trains & impact for road users and feasibility etc. Nos. of ROBs/ RUBs constructed on Indian Railways during the period 2004-14 vis a vis 2014-26 (Jan’26) is as under: § Page 1 of 3Period ROBs/ RUBs constructed 2004-14 4,148 Nos. 2014-26 (Upto 14,024 Nos. (including 777 Nos. in the state of Jan’26) Tamilnadu) As on 01.02.2026, 4,802 Nos. ROBs/ RUBs are sanctioned at cost of ₹ 1,14,196 Cr on Indian Railways including 236 Nos. Road Over Bridge (ROB)/Road Under Bridge (RUB) are sanctioned at cost of ₹ 4891 Cr in State of Tamilnadu which are at various stages of planning and execution. The construction of the Road Under Bridge (RUB) in lieu of LC No. 99 at Km 96/213–219, located at Ragal Pavi Panchayat near Udumalpet in Tiruppur District, has been taken up. However, the work was held up due to dispute about ownership of land on subway approaches. Recently the issues related to land ownership have been resolved and the work has been taken up again. Two adjacent LCs to this location i.e. LC no. 98 at KM 95/100-200 at a distance of 1.1 Km and LC no. 100 at Km 98/000-100at a distance of 1.8 Kms are being used by public for crossing the tracks. Completion & commissioning of ROB/RUB works depends on various factors like cooperation of State Governments in giving consent for closure of LC, fixing of approach alignment, approval of General Arrangement Drawing (GAD), land acquisition, removal of encroachment, shifting of infringing utilities, statutory clearances from various authorities, law and order situation in the area of project / work sites, duration of working season in a year for the particular project / area due to climatic conditions etc. All these factors affect the completion time of the projects / works. Page 2 of 3Railways have taken following measures to expedite the progress of ROB/RUB works: (i) Joint survey with concerned State Govt./Road Owning Authority is done before finalizing the General Arrangement Drawing (GAD) to ensure smooth execution. (ii) Periodic meetings of Railway & State Government officials are done to resolve various issues related to ROB/RUB works. (iii) Standardization of superstructure drawings for various combinations of span, skewness and width of road on Railway portion has been done to avoid delays during the design approval. This has been issued in the form of compendium, which can be directly adopted for Road Over Bridge across Railway lines for expeditious planning. Railways have also taken several remedial measures to mitigate the problem of water logging, as under:  Adequate drainage arrangement has been made as integral part of planning of new RUB/underpasses.  In existing RUBs/underpasses remedial measures like water flow diversion to nearby bridge and nallahs/drains, provision of cover shed on approach roads, provision of hump at entry to RUB, provision of cross drains, sealing of joints etc. have been made as per feasibility, suitability and site requirements.  In addition, pumping arrangement has also been made for identified RUBs, to drain out water expeditiously in case of emergency and provision to stop road traffic in exceptional/unusual rainfall situation for safety of road users. ***** Page 3 of 3
