Will the Minister of HEALTHANDFAMILYWELFAREbe pleasedtostate:
(a) whether the Government is aware that the existing First Aid Centre at Bitra Island,
Lakshadweep,isinadequate tomeetthe healthcareneedsof the Island'sresidents due tothe absence
of a full-fledgedPrimary HealthCentre (PHC),if so, the detailsthereof;
(b) whether the Government has received any proposal from the Lakshadweep Administration
for the upgradation of the First Aid Centre at Bitra into a full-fledged PHC with adequate medical
personnel, essential medicines, diagnostic facilities and emergency care services to ensure better
healthcaredelivery for the residents of the Island; and
(c)if so, the detailsandthe current status of the proposal, alongwith the timelinefixed for the same?
ANSWER
THE MINISTER OFSTATE IN THE MINISTRYOFHEALTH AND FAMILYWELFARE
(SHRIPRATAPRAO JADHAV)
(a)to(c): As per the Health Dynamics of India (Infrastructure & Human Resources) 2023-24,
the Union Territory of Lakshadweep has4 PrimaryHealthCentres(PHCs) inposition.
Health being a state subject, the primary responsibility to strengthen healthcare facilities in
the State/UTs lies with the respective State/UTs. Under the National Health Mission (NHM), the
Government of India provides need based technical and financial support to the States/UTs,
including the UT of Lakshadweep, based on the proposals made by the States/UTs in their
Programme Implementation Plans (PIP) within their overall resource envelop duly approved by the
National Programme CoordinationCommittee (NPCC).
The UT Administration of Lakshadweep has not submitted any proposal for upgradation of
the existing First Aid Centre at the Bitra Island to the level of a Primary Health Centre in their
ProgrammeImplementation Plan(PIP)for 2026-27.
