POOR QUALITY REPAIR WORKS ON NH-27 IN UTTAR DINAJPUR

Will the Minister of ROAD TRANSPORT AND HIGHWAYS

be pleased to state:
(a) the details of repair/maintenance tenders awarded for the
Dalkhola–Ghoshpukur stretch of National Highway (NH)-27 in Uttar
Dinajpur district, West Bengal, during the last three years, including
name of executing agency, contract value and completion period;
(b) whether it is a fact that certain portions of the repaired stretch
deteriorated within a few days of completion and if so, the details
thereof;
(c) whether any inspection, quality audit or third-party verification
has been conducted by the Ministry or the National Highways
Authority of India in this regard;
(d) whether any show-cause notice, penalty, blacklisting or recovery
proceedings have been initiated against the agency concerned for
poor workmanship;
(e) the compensation mechanism available for road users in case of
substandard highway repairs; and
(f) the corrective steps taken to ensure durable restoration and
accountability in maintenance works on NH-27 in Uttar Dinajpur?ANSWER

(a) The details of repair/maintenance tenders awarded for the
Dalkhola–Ghoshpukur stretch of National Highway (NH)-27 in Uttar
Dinajpur district, West Bengal, during the last three years, including
name of executing agency, contract value, start date and
completion date are annexed.
(b) Certain portions of the repaired stretch deteriorated on the
newly overlaid surface and were subsequently repaired. In order to
achieve prescribed roughness value of 2400 mm per km, overlay is
to be done again in 26.10 km.
(c) Inspection has been carried out by the National Highways
Authority of India (NHAI) Jalpaiguri and further, the Indian Institute
of Technology, Patna has been engaged to conduct detailed
pavement investigations.
(d) NHAI, the implementing agency for the work, has issued a Show
Cause Notice and a Cure Period Notice to the contractor as per the
provisions of the contract agreement.
(e) There is no mechanism to compensate road users in the cases of
substandard highway repairs.
(f) Rectification work is being carried out by contractor at regular
intervals under the continuous monitoring of NHAI. Further, NHAI
has also invited bids to execute the balance work within the scope
of the existing contract at the risk and cost of the existing
contractor.ANNEXURE
