Will the Minister of MINORITY AFFAIRS be pleased to state:-
(a) the details of the progress achieved during the last two years and the current year under the
Pradhan Mantri Jan Vikas Karyakram (PMJVK) including projects relating to education, health
skill development and livelihood sectors particularly in Odisha including Nabarangpur Lok
Sabha Constituency, Maharashtra including Jalgaon Lok Sabha Constituency and Jammu and
Kashmir;
(b) the details of funds released particularly to the State of Odisha, Maharashtra and Jammu and
Kashmir along with the projects approved, completed and under implementation in Minority
concentrated areas in priority sectors including those pertaining to the Nabarangpur and Jalgaon
Lok Sabha Constituencies;
(c) whether the Government has undertaken any assessment of the impact of PMJVK impact on
socio-economic indicators in minority-concentrated areas particularly in the State of Odisha
including Nabarangpur Lok Sabha Constituency, Maharashtra including Jalgaon Lok Sabha
Constituency and Jammu and Kashmir and if so, the details thereof along with the key findings
of such assessments including improvement in access to education, healthcare and employment
opportunities; and
(d) the steps taken/being taken to enhance PMJVK coverage and convergence with State
schemes particularly in Odisha including Nabarangpur Lok Sabha Constituency?
ANSWER

(a) & (b) The Pradhan Mantri Jan Vikas Karyakram (PMJVK) is a Centrally Sponsored
Scheme of the Ministry of Minority Affairs for creation of community infrastructure in Minority
Concentration Areas across the country. The scheme supports projects in sectors such as
education, health, skill development, women-centric activities, drinking water supply, sanitation,
sports, renewable energy, tourism, animal husbandry and other community infrastructure.No project proposals have been received during the last two years and the current year
from Nabarangpur district (Odisha), Jalgaon district (Maharashtra) and Jammu and Kashmir
under PMJVK.
However, the details of projects approved during the last two years and the current year
under PMJVK are placed at Annexure-I. Further, allocation of funds is not made under the
scheme. The details of funds released during the last two years and the current year are provided
at Annexure-II.
(c) & (d): No State-specific assessment of the impact of PMJVK on socio-economic
indicators has been undertaken in the States of Odisha, Maharashtra and Jammu & Kashmir.
However, the Ministry has commissioned a Third-Party Evaluation Study through the Indian
Institute of Public Administration (IIPA), New Delhi, and an Impact-cum-Assessment Study by
the Development Monitoring and Evaluation Office (DMEO), NITI Aayog. These studies
provided evidence-based assessment of the scheme’s impact, efficiency and sustainability in
minority-concentrated areas. The assessments reviewed infrastructure creation, service delivery
and outcomes, and highlighted gaps relating to awareness, fund flow, monitoring and asset
maintenance.
Further, under PMJVK, States and Union Territories are regularly encouraged through
Empowered Committee/Steering Committee meetings, review meetings and Chintan Shivir
consultations to propose high-impact, convergence-based projects with other Central and State
schemes. Such projects include residential hostels in the education sector, multi-speciality
hospitals in the health sector and multi-sports facilities. These initiatives aim to expand
coverage, improve service delivery and ensure greater socio-economic benefits to minority
communities, including in districts of Odisha such as Nabarangpur.
