SHRI ANTO ANTONY: Will the Minister of AGRICULTURE AND FARMERS WELFARE कृ(cid:874)ष एव ं(cid:873)कसान क(cid:227)याण मं(cid:287)ी be pleased to state: (a) what is the total amount of private investment mobilised under (Pradhan Mantri Krishi Sinchayee Yojana) PMKSY since its inception, along with State-wise details; (b) what policy measures has the Government taken to attract private sector investment in irrigation infrastructure and water management under PMKSY; (c) whether the Government has evaluated that private investment under PMKSY has met its intended targets, if not, the reasons for the shortfall; (d) the details of farmers and field-level workers have been trained in efficient water management practices under PMKSY during the last three years, State-wise; (e) the percentage of PMKSY funds allocated specifically for farmer awareness, capacity building, and water management training; and (f) the details of mechanisms which are in place to monitor the quality and accountability of private entities engaged under PMKSY projects? ANSWER THE MINISTER OF STATE FOR AGRICULTURE AND FARMERS WELFARE कृ(cid:874)ष एव ं (cid:873)कसान क(cid:227)याण रा(cid:207)य म(cid:287)ं ी (SHRI RAMNATH THAKUR) (a) to (f) : Pradhan Manti Krishi Sinchayee Yojana (PMKSY) is an umbrella scheme, consisting of three components - Accelerated Irrigation Benefit Programme (AIBP) and Har Khet Ko Pani (HKKP) being implemented by the Department of Water Resources, River Development & Ganga Rejuvenation (DoWR,RD&GR), Ministry of Jal Shakti, and Watershed Development Component (WDC) being implemented by Department of Land Resources, Ministry of Rural Development. Central Assistance is provided to the States under PMKSY for creation of irrigation potential, command area development and on farm development activities. Projects under the Scheme are generally implemented by State Governments through competitive tendering processes, in which private contractors and enterprises may participate in accordance with the applicable procurement rules of the respective State Governments. The works under the scheme are executed as per State norms. The scheme does not contain any specific provision for private sector investments. Capacity building and training activities relating to efficient water management are undertaken by the implementing States/Union Territories under the relevant components of PMKSY, as per scheme guidelines. However, consolidated State-wise data on the number of farmers and field-level workers trained is not maintained centrally. *****
