PREVENTION FROM INDUSTRIAL ACCIDENTS
2378. SHRI RAJA A:
Will the Minister of LABOUR AND EMPLOYMENT be pleased to
state:
(a)the details of number of accidents that occurred in factories,
including the number of persons dead and injured during the last
three years and in the current year upto 30th of June, 2026 in the
country, State/UT and year-wise;
(b)the details of primary causes of such accidents and the industries
with highest number of such incidents;
(c)the details regarding inspections conducted, cases registered and
penalties collected for ensuring compliance with factory safety
standards; and
(d)the details of compensation provided by the Government to the
families of the affected workers and the steps taken to improve
their safety?

(a) to (d): The Central Government has enacted the Occupational
Safety, Health and Working Conditions (OSH&WC) Code, 2020, which
has come into force with effect from 21.11.2025 to regulate
occupational safety, health and working conditions of the persons
employed in an establishment including factory and for matters
connected therewith or incidental thereto.
Directorate General Occupational Safety and Health
(DGOSH), an attached office of Ministry of Labour and Employment
collects the data of accidental deaths and injuries of workers from
States / Union Territories (UTs) in case of factories registered under
Factories Act, 1948 [now subsumed under OSH & WC Code 2020]. The
major causes of accidents are persons falling from height, fire,
explosion, machinery moved by mechanical power, electrocution,
struck by falling bodies, etc. As per information received from States
/ UTs, 64176, 67674 and 74426 number of factories were inspected

during 2022, 2023 and 2024 respectively. Further, the details of fatal
and non - fatal injuries in factories, state-wise, during calendar year
2022 to 2024 are at Annexure-I and Annexure II respectively. The
details prosecution, conviction, penalty imposed in registered
factories during 2022 - 2024 is at Annexure III.
The Government has also enacted Code on Social Security
(CoSS) 2020 which has come to effect with effect from 21.11.2025.
As per CoSS, 2020 the compensation related issues are dealt at State
/ Union Territories level.
