(a)whether Government isconsidering to implementanynewnationwide healthsector
scheme within the next three years, if so, the detailsthereof;
(b) the detailsof expenditure onall healthsector schemesduring the last three years,
State-wise;
(c)whether Government isconsidering to involve private sector organizations, i.e.,NGOs,
inthe implementation of varioushealth-relatedschemes; and
(d) if so, whether anyconcretepolicy hasbeenformulatedfor thispurpose, if so, the
detailsthereof?

(a) & (b): National Health Mission, Pradhan Mantri Ayushman Bharat Health Infrastructure
Mission, Ayushman Bharat Pradhan Mantri Jan Arogya Yojana and Human resources for
Health and Medical Education are ongoing health sector schemes. The details of
expenditure on health sector schemes, comprising both Centrally Sponsored Schemes and
Central Sector Schemes, for the period from 2022–23 to 2024–25 is provided in the
Annexure.
(c) & (d): Public Health and hospitals being State subjects, the primary responsibility for
the implementation of various health schemesin the country including engagementof private
sector organization vests with the State Government. However, under the National Health
Mission (NHM), technical and financial support is provided to States/UTs for strengthening
their Health Care Systems based on the requirements projected by the States/UTs in their
Programme Implementation Plan (PIPs) within their overall resource envelope.
Public–Private Partnerships (PPP) are also embedded within the NHM framework, allowing
States to engage private providers for facility management, diagnostics, specialist services,
andbridgingotherservice delivery gaps.
Further, the ‘Free Diagnostics Service Initiative’ (FDSI) programme under NHM providesan expanded range of accessible and affordable pathological and radiological diagnostics
services. The services are providedinthe States/UTs through in-house, PPPandhybrid mode.
Additionally, AB-PMJAY covers secondary and tertiary care with financial protection of ₹5
lakh per family annually. Beneficiaries may access care at any empanelled public or private
hospital.
