Will the MINISTER OFHEALTHAND FAMILYWELFAREbe pleased tostate:
(a) the number of Primary Health Centres (PHCs) in the private sector or the Public Private
Partnership(PPP) modelineachState/UTinthe countryinthe current financialyear;
(b) whether Government has made any attempt to evaluate the impact of the privatisation in
primaryhealthcare; and
(c)if so, the detailsthereof?
ANSWER

(a): As health is a state subject, the primary responsibility of providing health services
including the implementation of primary health services lies with the respective State/UT.
However, under National Health Mission (NHM), need based technical and financial support
is provided to the States/UTs to strengthen their healthcare systems, including strengthening
existing or setting up new public health facilities. This is done through a decentralised
planning process and based on proposals of States/UT Governments in their Programme
Implementation Plans (PIPs) within their overall resource envelope. The details of PHCs in
PPP model in each State/UT in the country is managed and maintained by the respective
State/UT.
(b) and (c): Under NHM, Common Review Missions (CRM) are conducted annually to
assess andmonitor the progress and implementation status of various schemes. The details of

Reviewof public-private partnerships (PPPs)inhealthcare was undertakenunderthe
National Health Mission (NHM) at primary, secondary and tertiary levels. The primary aim
was to identifythe key features and measures for effective public-private partnerships (PPPs)
in health care in India, assess the available evidence on PPP models in the health sector and
understand the challenges and limitations they face. The study involved secondary data
review of existing and available Studies/Material on PPPs in the health sector in India from
variousonline sources anddatabases from the period2005 to 2020.The report isavailable at:
