Parliament Question: Procurement of crops under MSP

Shri G.C. Chandrashekhar: Will the minister of AGRICULTURE AND FARMERS WELFARE be pleased to state: (a) the quantity of crops procured under Minimum Support Price (MSP) during 2023-24, 2024-25, 2025 to till date, crop-wise; (b) the States accounting for the bulk of procurement and those with minimal coverage; and (c) the measures proposed to correct regional imbalance? ANSWER MINISTER OF STATE FOR AGRICULTURE AND FARMERS WELFARE (SHRI RAMNATH THAKUR) (a): The details of quantity of crops procured at MSP during 2023-24, 2024-25 and 2025-26, crop-wise are at Annexure. (b) & (c): As per information received from Department of Food and Public Distribution, the estimates for procurement of paddy and wheat are finalized by Government of India in consultation with State Governments and Food Corporation of India (FCI), before the commencement of each marketing season based upon estimated production, marketable surplus and agricultural crop pattern. Bulk of wheat procurement has been from Punjab, Madhya Pradesh, Haryana & Uttar Pradesh. For paddy, major contributing states have been Punjab, Telangana, Andhra Pradesh, Odisha & Chhattisgarh. Procurement in a State depends not only upon production but also upon other multiple factors like marketable surplus, MSP, prevailing market rate, demand & supply situation and participation of private traders etc. Procurement of coarse grains by the states/FCI is regulated by guidelines for allocation, distribution, and disposal of coarse grains ( Jowar, Bajra, Maize & Ragi etc.) and 6 minor millets. Under these guidelines, States are allowed to procure these commodities in Decentralized Procurement mode from farmers at Minimum Support Price (MSP) for distribution under Targeted Public Distribution System (TPDS)/Other Welfare Schemes(OWS). Under Price Support Scheme (PSS) of PM-AASHA, on State request, sanctions are allowed upto 25% of State production for procurement of Fair Average Quality (FAQ) of notified pulses, oilseeds & copra at MSP by Central Nodal Agencies (CNAs). Further, to encourage domestic production & ensure remunerative prices to farmers, procurement of Tur, Urad and Masur from the pre-registered farmers is undertaken as much as offered by them through the Central Nodal Agencies under Mission for Aatmanirbharta in Pulses till 2030-31. Procurement centres are opened by respective State Government Agencies, FCI, CNAs taking into account the production, marketable surplus, convenience of farmers and availability of other logistics/infrastructure such as storage and transportation etc. Large number of temporary purchase centres, in addition to the existing Mandis and depots/godowns are also established at key points for the convenience of the farmers.
