Parliament Question: Progress Achieved under PM-ABHIM in Tamil Nadu

GOVERNMENTOFINDIA MINISTRYOFHEALTH AND FAMILYWELFARE DEPARTMENTOFHEALTH AND FAMILYWELFARE LOK SABHA UNSTARREDQUESTION NO. 3570 TO BE ANSWERED ON13.03.2026 PROGRESSACHIEVEDUNDERPM-ABHIMINTAMILNADU 3570.SHRICNANNADURAI: Will the Ministerof HEALTH AND FAMILYWELFAREbe pleasedtostate: (a) whether the Government has reviewed the progress achieved under the Pradhan Mantri Ayushman Bharat Health Infrastructure Mission (PM-ABHIM) in Tamil Nadu, particularly in strengthening rural and urban health centres, diagnostic laboratoriesandcritical care blocks, if so, the detailsthereof; (b) whether the comprehensive assessment of all health facilities in the State has enabled systematic identification and prioritisation of infrastructure and capacity gaps, if so, the detailsthereof; (c) whether the Government has any data on improvements made in healthcare preparedness, service delivery and infrastructure resilience following these assessments, if so, the detailsthereof; (d) whether best practices emerging from Tamil Nadu’s implementation of PM- ABHIM have been documented and shared with other States in the country, if so, the detailsthereof; and (e) whether the Government proposes to further support Tamil Nadu through timely funding, technical assistance and monitoring to sustain and enhance public health infrastructure underPM-ABHIM, if so, the details thereof? ANSWER THE MINISTER OFSTATE IN THE MINISTRYOFHEALTH AND FAMILYWELFARE (SHRIPRATAPRAO JADHAV) (a) to (e): The Government of India regularly reviews the progress achieved under the Pradhan Mantri Ayushman Bharat Health Infrastructure Mission (PM-ABHIM) through periodic review meetings, monitoring portals, and progress reports submitted by the States/UTs. In Tamil Nadu, the progress under the Mission is beingmonitored with respect tothe strengthening of rural and urban Ayushman Arogya Mandirs, establishment of Integrated Public Health Laboratories, and Critical Care Blocks at district hospitals. The State has reported progress in the operationalization and upgradation of these health infrastructure componentsinaccordance with the approvedproposals andtimelinesunderPM-ABHIM, and the same is being regularly reviewed by the Ministry to ensure effective implementation of the Mission. Monitoring underthe National Health Mission (NHM) andPMABHIM is carried out through a robust, multi-layered framework that includes review of State-wise Key Deliverables against approved targets during NPCC meetings with all States/UTs including Tamil Nadu, regular assessment of performance through the Output–Outcome Monitoring Framework (OOMF). In addition, annual Common Review Missions (CRMs) provide independent, on- ground assessments of programme implementation,healthsystem strengthening, andprogress on key indicators, enabling identification of gaps, course correction, and strengthening of accountabilityat StateandDistrict levels. Best practices emerging from the implementation of PM-ABHIM of all States, including Tamil Nadu, are being documented and cross learnings disseminated through national review meetings, workshops, and technical consultations organized by the Ministry of Health and FamilyWelfare. These platformsfacilitatecross-learning among StatesandUnion Territories, where innovations andeffective implementationstrategies relatedtostrengthening Ayushman Arogya Mandirs, diagnostic laboratories, and critical care infrastructure are shared for wider adoption. In this regard, national workshops on strengthening public health infrastructure under PM-ABHIM have been organized in the month of August, 2025 to promote exchange of best practicesandaccelerate implementationacross States. PM-ABHIM is a Centrally Sponsored Scheme with certain Central Sector components, with a total outlay of Rs. 64,180 crore for the period FY 2021-22 to FY 2025-26. Under the CSS component of PM-ABHIM, administrative approval of Rs. 1656.32 crore has been accorded to Tamil Nadu for the period FY 2021-22 to FY 2025-26 for 708 Urban Ayushman Arogya Mandirs, 38 Integrated Public Health Laboratories at district level, and 37 Critical Care Blocksat district hospitals and medicalcolleges. Further, under the Fifteenth Finance Commission (FC-XV) Health Grants, an amount of Rs. 4249.42 crore has been approved for Tamil Nadu for the period FY2021-22 to FY 2025-26, out of which Rs. 4249.28 crore has been released so far. These funds support establishmentandstrengthening of 842building-less Sub-HealthCentres(SHCs), 258building-less Primary Health Centres (PHCs), 105 building-less Community Health Centres (CHCs), 386 Block PublicHealthUnits and1207Urban Ayushman Arogya Mandirs. As per the guidelines issued by the Department of Expenditure (DoE) dated 13.07.2023, the Ministry of Financehas introducedthe New FundFlowMechanism i.e. SNASPARSH which is just-in-time release of funds for all Centrally Sponsored Schemes.
