ANSWER THE MINISTER OFSTATEIN THE MINISTRYOFHEALTHAND FAMILYWELFARE (SHRIPRATAPRAOJADHAV) (a) and (b): Ayushman Bharat - Pradhan Mantri Jan Arogya Yojana (AB-PMJAY) provides health coverage of Rs. 5 lakh per family per year for secondary and tertiary care hospitalization to 12 crore economically vulnerable families, constituting the bottom 40% of India's population. In March 2024, the scheme was expanded to include approximately 37 lakh families of Accredited Social Health Activists, Anganwadi Workers, and Anganwadi Helpers. The scheme was further expanded in October 2024 to cover 6 crore senior citizens of age 70 years and above belonging to 4.5 crore families irrespective of their socio-economic status. As on 30.06.2026, a total of 12.69 crore hospital admissions have been authorized under AB-PMJAY across the country. The State/UT-wise details of eligible beneficiary families covered and authorized hospital admissions under the Scheme, including Karnataka and Madhya Pradesh, are at Annexure. Further, as on 30.06.2026, a total of 3.76 lakh hospital admissions have beenauthorised underthe scheme inJabalpur district of Madhya Pradesh. Under National Health Mission, through 1.86 lakh Ayushman Arogya Mandirs (AAM) in the country, comprehensive primary healthcare is provided by strengthening Sub Health Centres and Primary Health Centres. These AAM provide preventive, promotive, rehabilitative and curative care for an expanded range of services encompassing reproductive and child healthcare services, communicable diseases, non-communicable diseases and other health issues. (c): The Ayushman Bharat Digital Mission (ABDM) was launched by the Government of India in September 2021 to support the development of an integrated, citizen-centric national digital health ecosystem. Several national health programme platforms, including AB-PMJAY, Nikshay, RCH and NCD are integrated with ABDM. In addition, various government and private Hospital Management Information System (HMIS) have also been integrated with ABDM, enabling these systems to create Ayushman Bharat Health Account (ABHA), create & share digital health records for seamless interoperability across the ecosystem. The government has taken several initiatives to enhance ABDM adoption. These include development of use cases for quickregistration, easy payments, the ‘Model Facility’ initiative to develop selected public and private healthcare facilities across India for end-to-end adoption of ABDM and incentivesto healthfacilities anddigital solution companies tocreate digitalhealth records. In addition,National HealthAuthority (NHA) hasenteredintoanMoU with CDAC and developed an affordable ABDM enabled HMIS specifically for small healthcare facilities. Further, NHA actively promotes awareness and citizen engagement through participation in public events such as trade fairs, marathons, medical conferences, technology events, encouraging the creation of ABHAand the adoption of digital healthcare. NHA, States and Union Territories also undertake targeted Information, Education & Communication (IEC) activities and capacity-building initiatives to further strengthen ABDM adoption. (d): According to the National Health AccountsEstimates2022-23, out of pocketexpenditure as a proportion of total health expenditure declined from 62.6% in 2014-15 to 43.4% in 2022-23. This substantial reduction indicates that households are incurring a considerably lower share of healthcare costs directly from their own pockets, owing to increased public investment inhealthand the expansion of publiclyfinancedhealth insurance schemessuch as AB-PMJAY. Further, many states have expanded the beneficiary base beyond the centrally targeted beneficiary numbers by converging their state specific schemes with AB-PMJAY. The expansion of the beneficiary base under AB-PMJAY, coupled with the integration of various state health insurance schemes, has significantly enhanced the scheme's outreach among vulnerable populations across the country. These initiatives have broadened the coverage of the scheme, contributing towards the Government's vision of achieving Universal Health Coverage.Annexure State/UT-wise detailsof eligible beneficiaryfamiliescoveredandauthorized hospital admissions underAB-PMJAY(ason30.06.2026) No. of hospital Number of EligibleBeneficiaries admissions State/UT covered authorized (inlakhs) AndamanAnd Nicobar 32,572 0.048 Islands Andhra Pradesh 78,65,341 107.91 Arunachal Pradesh 1,33,249 0.17 Assam 37,25,630 21.93 Bihar 1,32,60,433 36.19 Chandigarh 1,04,084 1.08 Chhattisgarh 45,70,670 92.56 Delhi 8,95,526 0.58 Goa 1,07,089 0.31 Gujarat 67,01,820 87.08 Haryana 24,78,787 37.88 HimachalPradesh 7,99,728 4.97 Jammu And Kashmir 10,84,365 21.57 Jharkhand 36,19,092 29.88 Karnataka 87,51,412 153.44 Kerala 35,94,528 81.90 Ladakh 24,474 0.38 Lakshadweep 3,498 0.02 Madhya Pradesh 1,06,34,139 81.03 Maharashtra 1,32,92,650 51.26 Manipur 3,73,701 3.53 Meghalaya 4,30,702 13.41 Mizoram 2,26,156 2.12 Nagaland 2,96,233 1.41 Odisha 77,79,939 19.06Puducherry 1,52,164 1.98 Punjab 27,35,109 36.58 Rajasthan 80,72,469 92.97 Sikkim 58,764 0.50 Tamil Nadu 1,16,21,507 127.45 Telangana 39,78,169 31.09 The Dadra & Nagar Haveli 49,733 1.74 And Daman& Diu Tripura 6,27,394 6.51 Uttar Pradesh 1,80,17,007 100.98 Uttarakhand 9,73,184 20.25 West Bengal* 1,43,39,146 NA *TheMoU with the Government of West Bengalhasbeensigned recently. *****
