Will the Minister of CORPORATE AFFAIRS be pleased to state:
(a) whether the oil and gas public sector undertakings – ONGC, IOCL, BPCL,
HPCL, OIL and GAIL India-have undertaken projects in various States under
Corporate Social Responsibility during the last five years;
(b) if so, the number of projects sanctioned and completed, State-wise;
(c) whether all the above public sector undertakings maintain details of works
completed under Corporate Social Responsibility;
(d) if so, the State-wise details of the amount spent on each project, the name
of the implementing agencies selected for the projects and the type of projects
in all the public sector undertakings under Corporate Social Responsibility
during the last five years;
(e) whether transparency and public participation is ensured in the selection of
projects by the above public sector undertakings; and
(f) if so, the details thereof?

(a) & (b): The CSR framework is disclosure based and CSR mandated
companies are required to file details of CSR activities annually in the MCA 21
registry. All data related to CSR filed by companies in MCA21 registry including
State-wise, District-wise, year-wise, Development Sector-wise and company–
wise, are available in public domain and can be accessed at www.csr.gov.in.
The data of funds sanctioned project-wise are not specifically maintained by
the Ministry. However, on the basis of annual filings made by companies in
the MCA21 registry, State-wise CSR expenditure by ONGC, IOCL, BPCL, HPCL,
OIL and GAIL in the last five financial years from FY 2019-20 to FY 2023-24 are
attached at Annexure I(a) to I(f).

(c): CSR is a process driven by the Board of the company which is empowered
to plan, decide, execute and monitor the CSR activities based on the
recommendations of its CSR Committee under the provisions of the Companies
Act, 2013. The details of CSR activities, Impact Assessment etc. are required
to be reported by the companies in the Annual Report on CSR. For those
companies who have their websites are required to make disclosures such as
composition of CSR Committee, CSR Policy and CSR projects approved by
Board on their websites for public access and transparency.
(d): On the basis of annual filings made by companies in the MCA21 registry,
State-wise CSR expenditure by all Public Sector Undertakings in the last five
financial years from FY 2019-20 to FY 2023-24 are attached at Annexure-II.
(e) & (f): Yes, sir. The Government has issued guidelines for transparency and
fairness for effective implementation to CSR mandated companies through the
legal framework for Corporate Social Responsibility (CSR). The existing legal
framework provides for formation of CSR committee, formulation of CSR policy,
Annual Action Plan on CSR, identification of the project and area in which
project will be implemented, certification of CSR expenditure by Chief Financial
Officer (CFO) and audit of CSR expenditure by statutory auditors. Under CSR
legal framework, selection of projects comes under the purview of Board of the
company. The Government doesn’t maintain data or information about the
same in a centralised database.
