Parliament Question: Promotion of Indian Languages in Technical Education

Shri Darshan Singh Choudhary: Will the Minister of Education be pleased to state: (a) whether the Government has implemented any policy, scheme or programme to promote the study and usage of Indian languages in technical and vocational education institutions under the All India Council for Technical Education (AICTE); (b) if so, the details of the key activities included therein, such as the inclusion of Indian languages in the curriculum, training, research, translation of technical material and making content available on digital platforms; (c) whether AICTE has given any financial or accreditation based incentives in order to promote teaching and project works in Indian languages in the technical education institutions, if so, the details thereof; and (d) whether these efforts have resulted in an increased awareness, research activities and technical proficiency in Indian languages amongst the students and teachers and if so, the details thereof? ANSWER MINISTER OF STATE IN THE MINISTRY OF EDUCATION (DR. SUKANTA MAJUMDAR) (a) to (d): All India Council for Technical Education (AICTE), a statutory body under the Ministry of Education, grants approval for conducting courses in Technical Education at diploma, undergraduate and post graduate levels to Technical Institutions. AICTE has taken several steps towards promotion of multilingualism in education as enshrined in the National Education Policy (NEP) 2020 including issuance of guidelines for preparation of text books in Indian languages. For the Academic Year 2025-26, 44 institutions across 9 States offered AICTE-approved degree/diploma programs in Indian languages in Engineering and Technology branches such as Computer Science and Engineering, Civil Engineering, Mechanical Engineering, Electrical Engineering, AI & Machine Learning etc. AICTE’s Technical Book Writing Initiative has been introduced in 12 languages, i.e. Hindi, Tamil, Gujarati, Kannada, Marathi, Bengali, Telugu, Punjabi, Odia, Assamese, Malayalam and Urdu. The translated books are available for free download on e-KUMBH portal. AICTE has also developed 'Anuvadini' Application to translate books for Under Graduate and Post Graduate courses and Technical books in multiple Indian languages.For promotion of mother tongue in teaching and research, AICTE launched ‘Vibrant Advocacy for Advancement and nurturing of Indian Languages (VAANI)’ initiative which provides financial assistance to approved institutions for organising seminars/ workshops/ conferences. The Budget 2025-26 has provided for Bhartiya Bhasha Pustak Scheme for availability of text books and study materials for the subjects being offered in schools and higher education in Indian languages in digital form. *****
