Will the Minister of MICRO, SMALL AND MEDIUM ENTERPRISES be pleased to state:
(a) the number of enterprises registered on the Udyam Portal during the year 2024-2026 from Mau district, including Ghosi, Lok Sabha Constituency, Uttar Pradesh;
(b) the number of Micro, Small and Medium Enterprises (MSMEs) in the said district that have received support under Central schemes such as Prime Minister's Employment Generation Programme (PMEGP), Credit Guarantee Scheme or Cluster Development initiatives;
(c) the total assistance sanctioned and disbursed under such schemes in Mau district during the said period;
(d) whether any review has identified credit or market access constraints affecting MSMEs in eastern Uttar Pradesh and if so, the details thereof; and
(e) the steps taken to promote skill development and strengthen MSME growth in Ghosi region? ANSWER MINISTER OF STATE FOR MICRO, SMALL AND MEDIUM ENTERPRISES (SUSHRI SHOBHA KARANDLAJE)
(a): A revised definition based on the twin criteria of investment and turnover, was adopted to define Micro, Small and Medium Enterprises (MSMEs) in 2020. For registration of MSMEs, Udyam Registration Portal (URP) was launched on 01.07.2020. Further, to formalise Informal Micro Enterprises (IMEs), Udyam Assist Platform (UAP) was launched on 11.01.2023. Since the adoption of the revised definition till 28.02.2026, over 7.83 crore enterprises have been registered. As per Udyam Registration Portal (URP), the total number of enterprises registered on the Udyam Portal during the year 2024-2026 from Mau district, Uttar Pradesh are as follows:

(b) and (c): Ministry of MSME, through Khadi and Village Industries Commission (KVIC), is implementing the Prime Ministerโs Employment Generation Programme (PMEGP). It is a central sector scheme generating employment opportunities primarily in rural areas by assisting prospective entrepreneurs in setting up new micro enterprises in the non-farm sector across the country including state of Uttar Pradesh. The number of microenterprises assisted under PMEGP during FY 2024-25 are at Annexure -1.: 2 :
Ministry of MSME implements Credit Guarantee Scheme (CGS) for Micro and Small Enterprises (MSEs) through Credit Guarantee Fund Trust for Micro and Small Enterprises
(CGTMSE) to provide credit guarantee for loans extended to MSEs without collateral security and third-party guarantee. The ceiling for guarantee coverage under the scheme is Rs. 10 crore (w.e.f.
01.04.2026). Details of the credit guarantees extended to MSEs under CGS in Mau and Ballia
districts are as under:

28.02.2026) Total 9,154 455 14,203 701 Ministry of MSME implements Micro and Small Enterprises Cluster Development Programme (MSE-CDP). The scheme was launched in the year 2003 with the objective to enhance the productivity and competitiveness of Micro and Small Enterprises (MSEs) for their holistic development adopting cluster development approach by extending financial assistance as GoI grant to establish Common Facility Centers (CFCs) in the existing clusters and establish/up-grade infrastructural facilities in new/existing industrial estates/areas/flatted factory complexes. MSE-CDP is a Central Sector Scheme and it is demand driven scheme wherein proposals are received from the State/UT Governments to address the common needs of existing cluster in their States/UTs. No proposal is received for the Mau District.
(d): The Central Government supplements the efforts of the State/UT Governments through various schemes, programmes and policy initiatives for credit, skill development, infrastructure and cluster development etc. This inter alia includes initiatives for providing financial assistance, credit support and technology adoption through Schemes like Prime Ministerโs Employment Generation Programme (PMEGP), Credit Guarantee Scheme (CGS) for Micro & Small Enterprises (MSEs), Self Reliant India (SRI) Fund, Micro & Small Enterprises Cluster Development Programme (MSE-CDP), Raising and Accelerating MSME Performance (RAMP), Tool Rooms & Technical Institutions known as Technology Centres (TCs) etc.
(e): To promote skill development and strengthen MSME growth, the Government has undertaken
several measures:
(i) To increase outreach of the scheme, the Development and facilitation Offices (DFOs) of the Office of the Development Commissioner (MSME) located across the country have been entrusted with the responsibility of conducting the programmes.
(ii) In addition, Technology Centres (TCs) and institutes like IITs, IIMs, NITs, CSIRs, ICAR, other central and state government institutions, universities etc. have been included as implementing agencies to conduct the training programmes.
(iii) To identify potential beneficiaries, various measures including organizing Entrepreneurship Awareness Programmes (EAPs), uploading training calendar on scheme portal, advertisements, social media, engagement with industry associations and academic institutions are undertaken.
The Progress of Entrepreneurship and Skill Development Programme (ESDP) scheme in Mau district of Uttar Pradesh over the last five financial years is at Annexure -2. *****Annexure-1 Annexure referred to in reply to part (b) and (c) of the Lok Sabha Unstarred Question no. 6294 for answer on 02.04.2026.
