Will the Minister of TOURISM be pleased to state:
(a) the details of the list of schemes/initiatives and programmes undertaken
by the Government for promotion of rural homestays to increase tourism
in rural areas across the country during the last five years;
(b) the details of the number of registered rural homestays under specified
schemes/initiatives and programme during the last five years, State/UT,
year-wise and district-wise in Andhra Pradesh, especially in Prakasam
district;
(c) whether the Government has extended financial support/credit facilities,
including through MUDRA loans for the development of the homestays and
rural tourism sector;
(d) if so, the details of the total funds sanctioned, disbursed, utilised along
with number of beneficiaries during the last five years, State/UT and
district-wise in Andhra Pradesh, especially in Prakasam district;
(e) whether the Government has taken steps to classify homestays under a
Harmonised Master List to encourage investment and to bring homestays
under a uniform national classification framework, if so, the details
thereof and if not, the reasons therefor;
(f) whether the Government plans to introduce a model policy framework for
States to harmonize registration, compliance and quality standards for
homestays and to simplify related procedures, if so, the details thereof;
(g) the details of the steps undertaken by the Government to establish a
comprehensive support ecosystem for tourism micro-entrepreneurs,
especially homestay operators; and
(h) whether the Government has undertaken any training initiatives for
registered homestays so as to boost tourism in rural areas of the country,
if so, the details thereof and if not, the reasons therefor?
ANSWER
THE MINISTER OF TOURISM (SHRI GAJENDRA SINGH SHEKHAWAT)(a): The Government has approved the Pradhan Mantri Janjatiya Unnat Gram
Abhiyan (PMJUGA) for improving the socio-economic condition of tribal
communities, and development of 1000 homestays is a part of the scheme. The
States can avail assistance of a maximum of Rs. 5 Crore for implementing 5-10
homestays per village in a village cluster of 5-6 villages, subject to eligibility as
per the Guidelines.
The States/UTs also promote homestays, including those located in rural areas.
The following are some of the specific schemes implemented by States/UTs:
(i) Sikkim Mega Homestay Project
(ii) Chhattisgarh Homestay Policy 2025-2030
(iii) Goa Homestay and Bed & Breakfast Scheme
(iv) Tripura’s “Paryatan Sahayak Prakalp”.
(b) and (f): The Ministry of Tourism, under its voluntary scheme of Incredible
India Homestay Establishments registers/classifies homestay facilities in the
country for States/UTs that do not have its own
approval/classification/accreditation of Homestays/B&Bs through NIDHI portal.
Homestays are classified under two categories- Gold Category and Silver
Category based on the extant Guidelines issued by the Ministry. The details of
the number of registered homestays State-wise, and a separate list for the
State of Andhra Pradesh is placed at ANNEXURE-I.
(c) and (d): Yes. As per the Budget Announcement 2025, a separate category
has been included for homestays under the PMMY MUDRA Loan scheme. The
details of the total funds sanctioned and disbursed as on date since
announcement is placed at ANNEXURE-II.
(e): Presently, the definition of infrastructure status in the tourism sector are
as follows:
i. three-star or higher category classified hotels located outside cities
with population of more than 1 million,
ii. ropeways and cable cars,
iii. Exhibition-cum-Convention Centre (“Exhibition-cum-Convention
Centre” is defined as Exhibition and Convention Centre Projects with
minimum built-up floor area of 100,000 square metres of exclusively
exhibition space or convention space or both combined).(g) and (h): The Ministry of Tourism has put in place the Scheme of “Capacity
Building for Service Providers” (CBSP) provides education, training and
certification to the tourism service providers and hospitality sector including
homestay owners, to upgrade manpower at every strata of tourism industry in
order to capitalize the vast tourism potential of the country to the fullest, and
provide professional expertise to the local populace as well as create fresh
opportunities in the tourism sector both in urban as well as rural areas.

Homestay/B&B operators in their respective regions are placed at ANNEXURE-
III.
