Will the Minister of YOUTH AFFAIRS AND SPORTS be pleased to state:
(a) the details of the schemes being implemented by the
Government to promote sports and youth development in urban
areas, especially in North East Delhi;
(b) the number of sports complexes, indoor stadiums, and open
gyms established/upgraded in North East Delhi under Central
Government schemes since 2014;
(c) whether any special programmes or youth engagement
activities taken place under Nehru Yuva Kendra Sangathan
(NYKS) and National Service Scheme (NSS) in the North East
Delhi Lok Sabha Constituency and if so, the details thereof;
(d) whether the Government proposes to develop Khelo India
Centres, sports academies or provide coaching support to the
talented youth from North East Delhi, particularly from
economically weaker sections;
(e) if so, the details thereof; and
(f) the total funds allocated and utilized in North East Delhi under
various schemes of the Government during the last five years
and the current year?

(a) : The Government runs the following major schemes to promote
sports and youth development in the country, including in urban
areas:2
The schemes under the Department of Youth Affairs are:
(i) Rashtriya Yuva Sashaktikaran Karyakram (RYSK) is an umbrella
scheme with the following 7 sub-schemes:
1. Nehru Yuva Kendra Sangathan
2. National Youth Corps
3. National Programme for Youth and Adolescent Development
4. International Cooperation
5. Youth Hostels
6. Assistance to Scouting and Guiding Organisations
7. National Young Leaders Programme

(b): Under the component “Creation and Up-gradation of Sports
Infrastructure” of the Khelo India Scheme, 328 sports infrastructure
projects like sports complexes, stadiums etc (including 10 in the UT
of Delhi at a cost of Rs. 116.23 crore) have been sanctioned across
the country. Details of these projects are available at
https://mdsd.kheloindia.gov.in/. Similarly, under National Sports
Development Fund (NSDF), a total of 5 sports infrastructure projects,
at a sanctioned cost of Rs. 9.94 Cr have been supported in Delhi.
Further, there are 05 Sports stadia located in Delhi which are being
operated and administered by Sports Authority of India (SAI) viz.
Jawaharlal Nehru Stadium, India Gandhi Indoor Stadium, Major Dhyan
Chand National Stadium, Dr. Shyama Prasad Mookherjee Swimming
Pool Complex and Dr. Karni Singh Shooting Range.3
(c): For Youth engagement activities, a total of 120 programmes,
including special programmes, with a total participation of over
39,000 youth have been conducted by NYKS to promote youth
development in North East Delhi Lok Sabha Constituency during last
FY. Further, this Ministry has been organizing ‘Sundays on Cycle’
programme as a regular event in Delhi with participation from diverse
stakeholders including NSS and Sports Clubs. Around 163 events
have been conducted under ‘Sundays on Cycle’ in Delhi attracting
more than 30,000 participants.
(d) & (e): To provide coaching support to the talented youth, 13 Khelo
India Centres (KICs) have been established in the NCT of Delhi
wherein 07 Past Champion Athletes (PCAs) are actively supporting
these Centres. NCT of Delhi also has 01 Khelo India State Centre of
Excellence for Athletics and Wrestling. The details of these centres
