SHRI DEBASHISH SAMANTARAY: Will the Minister of YOUTH AFFAIRS AND SPORTS be pleased to state: (a) the number of youth beneficiaries in Odisha under skill and leadership programmes; (b) the steps taken to promote sports infrastructure in rural and tribal districts; (c) whether Khelo India centres have been established in Odisha; (d) the funds allocated for youth welfare in the State during the last three years; and (e) the measures taken to encourage youth participation in national and international sports? Under the Government of India’s Skill India Mission (SIM), the Ministry of Skill Development and Entrepreneurship (MSDE) delivers skill, re-skill and up-skill training through an extensive network of skill development centres under various schemes, viz. Pradhan Mantri Kaushal Vikas Yojana (PMKVY), Jan Shikshan Sansthan (JSS) scheme, National Apprenticeship Promotion Scheme (NAPS) and Craftsman Training Scheme (CTS) through Industrial Training Institutes (ITIs), to all the sections of the society across the country. The SIM aims at enabling the youth of India to get future-ready, equipped with industry relevant skills. Since the transfer of the scheme from Ministry of Education (Erstwhile MHRD) to MSDE in July 2018 to 31st December 2025, a total of 34,14,181 beneficiaries have been trained under the JSS scheme out of which 3,11,556 have been trained in the State of Odisha. (iii) Directorate General of Training (DGT): Directorate General of Training (DGT), under the Ministry of Skill Development and Entrepreneurship (MSDE), implements the Craftsmen Training Scheme (CTS) through a network of Industrial Training Institutes (ITIs) for skilling the youth of the country. At present, there are 14,688 ITIs established in the country, out of which, 3,345 are Government and 11,343 are Private ITIs. The district-wise number of ITIs in Odisha State is placed at Annexure-II and the district-wise enrolment in ITIs in Odisha State for the session 2021-22 to 2025-26 is given in Annexure-III. (iv) Craft Instructor Training Scheme (CITS) is offered through 33 National Skill Training Institutes (NSTIs) (14 General & 19 Women) & 120 Institutes for Training of Trainers (IToTs) (109 State Govts & 11 Private) across the country with an objective to provide comprehensive training in both hands-on skills and training methodology to the instructor trainees to make them conversant with techniques of imparting hands-on skills and train skilled manpower for the industry. No. State 2020-21 2021-22 2022-23 2023-24 2024-25 Odisha 257 263 362 219 171 1 Page 3 of 14(v) National Apprenticeship Promotion Scheme (NAPS) The Government of India launched ‘National Apprenticeship Promotion Scheme’ (NAPS) in August, 2016 with the objective to promote apprenticeship training and to increase the engagement of apprentices. Since 2022-23, the scheme continues as NAPS-2 and implemented throughout the country, including Tribal population. NAPS-2 aims to promote apprenticeship training in the country, by providing partial stipend support to the apprentices engaged under the Apprentice Act, 1961, undertaking capacity building of the apprenticeship ecosystem, and providing advocacy assistance to the stakeholders. The number of beneficiaries in Odisha under NAPS-2 for the period FY 2022-23 to FY2025-26 (upto 31.12.2025) is 40,931. (b) : Khelo India and Sports Authority of India :- The Ministry of Youth Affairs and Sports implements ‘Khelo India – National Programme for Development of Sports’ with its twin objectives of mass participation and promotion of excellence in sports across the country. Under the “Creation and Up-gradation of Sports Infrastructure” component of the Khelo India Scheme (KIS) and National Sports Development Funds (NSDF), financial assistance have been provided for development of sports infrastructure such as synthetic athletic track, synthetic hockey field, synthetic turf football ground, multipurpose hall, swimming pool etc. have been sanctioned across the country. The details of the sports infrastructure projects approved and their sanctioned cost, funds released and their physical and financial progress, under the KIS and NSDF, across the country are available in public domain on the dashboards of the Ministry at https://mdsd.kheloindia.gov.in and http://www.nsdf.yas.gov.in/nsdf-glance.html, respectively. The Ministry also implements Khelo India Scheme which aims to encourage sports all over the country, thus allowing the population to harness the power of sports through its cross-cutting influence, namely, holistic development of children & youth, community development, social integration, gender equality, healthy lifestyle, national pride and economic opportunities related to sports development. Further, it includes playfield development; community coaching development; promotion of community sports; establishment of a strong sports competition structure at both school and university level as also for rural / indigenous sports, sports for persons with disability and women sports; filling up of critical gaps in sports infrastructure; talent identification and development; support to sports academies; implementation of a national physical fitness drive for school children; and sports for peace and development. Sports Authority of India, under the Ministry of Youth Affairs & Sports, implements several schemes aimed at nurturing sports talent in rural areas across the country. The details of SAI Centres located in rural areas are provided at Annexure-IV. Various initiatives have been undertaken as part the Khelo India Scheme for nurturing talents of the sportspersons from rural areas aiming to develop them into excellent athletes. The details are as follows: Page 4 of 141) Facilities at District Level - with support for Coaches, Equipment’s, minor Upgradation etc.: Khelo India Centres (KIC): There are a total of 1067 KICs across 36 States/UTs. 2) Facilities of Excellence (KISCE) - with significant support in Sports Science & High- Quality Manpower: Khelo India State Centre of Excellence (KISCE): 35 Khelo India State Centres of Excellence have been established across the 34 States/UTs in collaboration with State Governments. 3) Through Public Private Collaboration enabling more facilities for athletes to train: Khelo India Accredited Academy (KIAAs): As on date 322 Khelo India Accredited Academies are accredited. They are required to train athletes from rural background also. The Sports Authority of India creates / upgrades infrastructure in its SAI Centres. State-wise details of funds released for infrastructure projects during the last five years is provided at Annexure-V. (c) : A total of 31 Khelo India Centres have been notified in the State of Odisha. The details of the same is provided at Annexure - VI. (d) : The funds are allocated scheme-wise not state-wise. However, to support the efforts of State Governments, Ministry of Youth Affairs & Sports through Sports Authority of India are implementing the following Sports Promotional Schemes across the country to identify talented sportspersons in the various age groups and nurture them to excel at national and international levels:  National Centres of Excellence (NCOE)  SAI Training Centres (STC)  Ext. Centre of STC  National Sports Talent Contest (NSTC) (its Sub-Schemes – Akharas, IGMA,) These athletes are provided financial support in the form of expert coaches, sports equipment, Scientific support, boarding and lodging, sports kit, competition exposure, educational expenses, medical/ insurance and stipend as per the approved scheme norms. These measures are intended to increase the participation of athletes across various sports disciplines. The Khelo India Scheme aims to encourage sports all over the country, thus allowing the population to harness the power of sports through its cross-cutting influence, namely, holistic development of children and youth, community development, social integration, gender equality, healthy lifestyle, national pride and economic opportunities related to sports development. Scholarship and Financial Support  Khelo India Talent Identification and Development: 2905 athletes in 22 sports disciplines (including Para sports) have been notified. A total of 322 academies have been accredited for the training of the Khelo India athletes (KIAs).
