RAJKUMAR SANGWAN: Will the Minister of TOURISM be pleased to state: (a) the details of funds allocated and expenditure incurred by the Government for the promotion of tourism in the Baghpat Lok Sabha Constituency of Uttar Pradesh during the last five years and the current year, year, scheme and head-wise; (b) the details of tourism developmental works, cultural and tourism promotion programmes, fairs, festivals, heritage conservation, tourism infrastructure development and other activities undertaken in the said Constituency out of the said funds during the said period along with place, date and fund utilized; (c) whether the Government has made any assessment of the impact of these schemes and programmes on the number of tourist arrivals, local employment, income from tourism and the local economy; and (d) if so, the details thereof and if not, the reasons therefor? ANSWER THE MINISTER OF TOURISM (SHRI GAJENDRA SINGH SHEKHAWAT) (a) to (d): Development and promotion of tourist destinations and tourism products is primarily undertaken by the concerned State Governments/UT Administrations. However, the Ministry of Tourism through its central sector schemes of ‘Swadesh Darshan (SD)’, ‘Swadesh Darshan 2.0 (SD2.0)’, ‘Challenge Based Destination Development (CBDD)’–a sub- scheme of Swadesh Darshan and ‘Pilgrimage Rejuvenation and Spiritual, Heritage Augmentation Drive (PRASHAD)’complements the efforts of State Governments/UT Administrations in their tourism infrastructure development by extending financial assistance to the State Governments/UT Administrations. This financial assistance is extended, subject to availability of funds, adherence to scheme guidelines and other instructions issued from time to time, submission of Detailed ProjectReports (DPRs) by the concerned State Governments/UT Administrations, etc. Under the Swadesh Darshan Scheme, the Ministry of Tourism sanctioned a project in the State of Uttar Pradesh during 2016-17 under the Spiritual Circuit, covering Ahar–Aligarh–Kasganj–Sarosi (Unnao)– Pratapgarh–Kaushambi –Mirzapur– Gorakhpur– Domariyaganj –Basti – Barabanki– Azamgarh–Kairana–Baghpat–Shahjahanpur, at a sanctioned cost of ₹71.91 crore. The project covered multiple destinations/locations, including Baghpat, and is reported as physically completed by the implementing agency. The Ministry regularly encourages State Governments/ UT Administrations to engage with local communities and to ensure robust operation & management (O&M) of completed projects so as to increase footfall, generate local employment and enhance overall tourist satisfaction. In addition to these, the Ministry of Tourism promotes the tourism destinations and products of the country, in a holistic manner, including Uttar Pradesh, through various promotional activities through digital platforms, including the Ministry’s website and social media handles. The Ministry also extends Central Financial Assistance (CFA) to State Governments and Union Territory Administrations for the promotion of fairs and festivals under the Domestic Promotion and Publicity Scheme (DPPH). The details of the amount of financial assistance extended to Uttar Pradesh under the DPPH Scheme, during the last five years, including the current year is given below.
