PROPOSAL FOR AN AIIMS-LIKE MEDICAL INSTITUTION IN MAHAKAUSHAL
REGION IN MADHYA PRADESH
463. SHRI VIVEK K. TANKHA.
Will the Minister of HEALTH AND FAMILY WELFARE be pleased to state:
a) whether Government proposes to establish medical institute of national repute on the lines
of AIIMS in the Mahakaushal region, particularly at Jabalpur, which serves as a major hub
for tribal and backward districts of the State of Madhya Pradesh and if so, the timeline and
status thereof;
b) the current deficit of doctors, specialists and medical faculty in Madhya Pradesh, including
sanctioned versus filled post in Government hospitals and medical colleges;
c) the impact of such shortages on healthcare delivery in tribal and rural areas of Mahakaushal;
and
d) the interim measures proposed to strengthen tertiary healthcare and specialist availability in
the region?

(a) Under Pradhan Mantri Swasthya Suraksha Yojana (PMSSY), till date establishment of 22
All India Institute of Medical Sciences(AIIMS) has been approved in various States/UTs in the
country including one AIIMS at Bhopal in Madhya Pradesh, which is functional. Further, for
expansion and strengthening of tertiary healthcare facilities in Mahakaushal region of Madhya
Pradesh, under another component of PMSSY, approval has been accorded for upgradation of
Netaji Subhash Chandra Bose Medical College Jabalpur on Centre – State sharing basis by
construction of 206 bedded Super Speciality Block with 6 Operation Theatres (OTs) and 7
Departments ( Neurology, Neurosurgery, Nephrology, Urology, Cardiology, CTVS and
Neonatology), which is completed. Under PMSSY, there is no proposal for establishment of a
new AIIMS in Jabalpur.Further, under the Centrally Sponsored Scheme (CSS) for Establishment of new medical
colleges attached with existing district/referral hospitals, Chhindwara Institute of Medical
Sciences, Chhindwara has been established and another Medical College at Mandla district in
Mahakaushal region of Madhya Pradesh has been approved. Under the Centrally Sponsored
Scheme for Strengthening and up-gradation of Govt. Medical Colleges to increase MBBS seat,
100 UG seats have been approved for Netaji Subhash Chandra Bose (NSCB) Medical College,
Jabalpur and 50 UG seats for Chhindwara Institute of Medical Science, Chhindwara. Similarly,
under CSS on Strengthening and up-gradation of Govt. Medical Colleges for Increase of PG
seats, 57 PG seats has been approved for NSCB Medical College, Jabalpur.
(b) to (d) The status of faculty and non-faculty in AIIMS Bhopal is as under:

Public Health being a State subject, the State Government has to ensure availability of doctors,
specialist and medical faculty in State Government run health facilities.
Under the National Health Mission (NHM), Ministry of Health and Family Welfare,
Government of India provides support for improving availability, affordability and
accessibility to quality healthcare especially for poor and vulnerable sections in urban, rural
and tribal/hilly areas. Financial and technical support is also provided to the States/UTs to
strengthen their healthcare systems based on the Programme Implementation Plans (PIPs)
submitted by the States/UTs within their overall resource envelope. Further, under Pradhan
Mantri-Ayushman Bharat Health Infrastructure Mission (PM-ABHIM), one 50 bedded
Critical Care Block(CCB) each at unit cost of ₹ 23.75 Cr. has been approved for Medical
College/District Hospital at Jabalpur, Katni, Narsinghpur, Seoni, Chhindwara, Balaghat,
Mandla and Dindori in the Mahakaushal region of Madhya Pradesh.
