GOVERNMENT OF INDIA MINISTRY OF CULTURE LOK SABHA UNSTARRED QUESTION NO. †3530 ANSWERED ON 10.08.2026 PROTECTION OF CULTURAL HERITAGE AND TRADITIONAL ARTISTS UNDER KSVY †3530 Shri Darshan Singh Choudhary: Shri Tharaniventhan M S: Shri Bharat Singh Kushwah: Will the MINISTER OF CULTURE be pleased to state (a) whether the Government has conducted any evaluation of the impact and progress of Kala Sanskriti Vikas Yojana (KSVY) in promoting traditional art forms, folk culture, performing arts and cultural activities across the country during the last five years, if so, the details thereof, State/UT- wise, particularly in Arani Lok Sabha Constituency of Tamil Nadu; (b) whether the Government has received requests from cultural organisations and artists regarding delays in approval, release of grants or procedural difficulties under the said scheme, if so, the details thereof; (c) the details of steps taken/being taken by the Government to ensure wider outreach, transparency, timely financial assistance, greater participation of artists and cultural institutions, development of cultural infrastructure and linkages with cultural tourism for young and emerging artists particularly from rural, tribal and economically weaker sections; (d) the details of targets set for 2026–27 and upcoming years, proposed new initiatives and financial and technical support to be provided to the States; (e) whether the Government is considering implementing any special plan/scheme to preserve and promote the rich cultural and music traditions, connect local artists and cultural institutions with the said scheme and expand cultural activities in Madhya Pradesh, especially the Gwalior Lok Sabha constituency; and (f) if so, the details thereof? ANSWER MINISTER OF CULTURE AND TOURISM (SHRI GAJENDRA SINGH SHEKHAWAT) (a) Yes, Sir. The Ministry of Culture undertakes third-party evaluations of the Kala Sanskriti Vikas Yojana (KSVY) prior to each Finance Commission cycle to evaluate the impact, progress and cultural outreach of KSVY Scheme across the country including the state of Tamil Nadu. The State/UT-wisedetails of the number of organizations and individual artists supported, including folk and traditional artists, under various components of KSVY during the last five years are given at Annexure. However, constituency-wise data is not maintained by the Ministry. (b) Requests received from cultural organizations and artists regarding the implementation of the schemes are examined promptly and appropriate corrective and facilitative measures are taken in a proactive and timely manner to ensure effective implementation of the schemes. (c) and (d)The Ministry of Culture has been taking continuous steps to ensure wider outreach, transparency and timely financial assistance under its schemes to support cultural organizations and artists, including those from rural, tribal and economically weaker sections and provides assistance for the promotion of traditional art forms and development of cultural infrastructure. For this, the scheme Guidelines and application forms are uploaded on the Ministry's website and wide publicity is given through newspapers, the official website and social media platforms of the Ministry and the concerned nodal agencies and also through ZCCs and akademies. Further, the scheme guidelines and eligibility criteria have also been simplified to facilitate greater participation of eligible artists and cultural institutions. (e) and (f) At present, no separate special plan or scheme is under consideration specifically for Madhya Pradesh or the Gwalior Lok Sabha Constituency.
