Parliament Question: Railway Platform Height Standards in Ramgarh Railway Station

GOVERNMENT OF INDIA MINISTRY OF RAILWAYS LOK SABHA UNSTARRED QUESTION NO. 2939 TO BE ANSWERED ON 17.12.2025 RAILWAY PLATFORM HEIGHT STANDARDS IN RAMGARH RAILWAY STATION 2939. SHRI RAHUL KASWAN: Will the Minister of RAILWAYS be pleased to state: (a) the details of cases across the country where railway platforms remain at/near rail level, below the mandated 760–840 mm standard, stations-wise; (b) the reasons for non-compliance with prescribed railway platform- height norms in railway stations in Rajasthan; (c) whether any passenger-safety audit has been conducted in view of reported passenger deaths and injuries due to unsafe platform and train gaps and if so, the details of loss of lives and injuries attributable to such incidents; and (d) the present status and expected timeline for raising the railway platform height at Ramgarh railway station in Churu Lok Sabha constituency to the mandated standard to ensure safe boarding and alighting? ANSWER MINISTER OF RAILWAYS, INFORMATION & BROADCASTING AND ELECTRONICS & INFORMATION TECHNOLOGY (SHRI ASHWINI VAISHNAW) (a) to (d) At Shri Ramgarh station of Churu Lok Sabha Constituency, platform shelter, waiting hall, drinking water facilities, seatingarrangement amenities are available. The work of extension and raising of platform has been taken up. Majority of platforms on Indian Railways are high level platforms. However, to improve passenger comfort and safety, Ministry of Railways has envisaged to provide high level platform at all stations on Broad Gauge lines in a phased manner. Development / redevelopment / upgradation / modernisation of stations including raising of platforms to high level platforms on Indian Railways is a continuous and ongoing process and works in this regard are undertaken as per requirement, subject to inter-se priority and availability of funds. The priority for development / redevelopment / upgradation / modernisation of stations is accorded to higher category of station over lower category of station while sanctioning and executing the works. Ministry of Railways has launched Amrit Bharat Station Scheme for redevelopment of stations with a long-term approach. The scheme involves preparation of master plans and their implementation in phases to improve the stations. The master planning includes:  Improvement of access to station and circulating areas  Integration of station with both sides of city  Improvement of station building  Improvement of waiting halls, toilets, sitting arrangement, water booths  Provision of wider foot over bridge/air concourse commensurate with passenger traffic Provision of lift/escalators/ramp  Improvement /Provision of platform surface and cover over platforms  Provision of kiosks for local products through schemes like ‘One Station One Product’  Parking areas, Multimodal integration  Amenities for Divyangjans  Better passenger information systems  Provision of executive lounges, nominated spaces for business meetings, landscaping, etc. keeping in view the necessity at each station The scheme also envisages sustainable and environment friendly solutions, provision of ballastless tracks etc. as per necessity, phasing and feasibility and creation of city centre at the station in the long term. So far, 1337 stations have been identified for development under this scheme, out of which 85 stations including Churu, Gogameri, Ratangarh Jn., Sadulpur and Sujangarh stations of Churu Lok Sabha Constituency, are located in Rajasthan. Till now, works of 11 stations (Barmer, Bundi, Deshnoke, Fatehpur Shekhawati,Gogameri, Govind Garh, Jaisalmer, Khairthal, Mandal Garh, Mandawar Mahwa Road, Rajgarh) in Rajasthan have been completed under this scheme. The works at other stations have also been taken up at good pace and progress of some of the above stations is as given below:  Churu station: The works of station building, platform shelter, improvement of platform surface, waiting hall, toilet, circulating area, parking, Divyangjan facilities and 12 m Foot Over Bridge have been taken up.  Ratangarh Jn. station: The works of station building, platform shelter, improvement of platform surface, waiting hall, toilet, circulating area, parking, lighting, Divyangjan facilities and 12 m Foot Over Bridge have been taken up.  Sadulpur station: The works of station building, platform shelter, improvement of platform surface, waiting hall, toilet, circulating area, parking and 12 m Foot Over Bridge have been taken up.  Sujangarh station: The works of station building, platform shelter, improvement of platform surface, waiting hall, toilet, circulating area, parking, Divyangjan facilities and 12 m Foot Over Bridge have been taken up.  Bikaner station: The work of refurbishment of MFC building except telecom side has been completed. The foundation work of North side station building have been taken up.  Gandhinagar Jaipur station: The structural works of main and second entry station building, works of launching of air concourse and casting of deck slab have been completed. The finishing works of main and second entry station building, works of platform shelter and platform resurfacing have been taken up.  Jaipur Junction station: The structural works of second entrystation building and basement, foundation work of air concourse and launching of Foot Over Bridge at Dausa end from platform 1 to platform 4&5 have been completed. The works of front station building and basement, finishing works of second entry station building and basement, fabrication, launching of air concourse and Foot Over Bridge at Sikar end have been taken up.  Udaipur City station: The structural work of East and West side station building including basement has been completed. The finishing works of East and West side station building including basement have been taken up. The details of expenditure incurred for development and maintenance of stations are maintained Zonal Railway-wise under Plan Head-53 ‘Customer Amenities’ and not work-wise or Station-wise. Rajasthan is covered by five zones viz. Northern Railway, North Central Railway, North Western Railway, Western Railway and West Central Railway. For these zone, an allocation of ₹ 5,257 crore has been made for the financial year 2025-26, out of which an expenditure of ₹ 2,829 crore has been incurred so far. Development / Upgradation of railway stations is complex in nature involving safety of passengers & trains and requires various statutory clearances such as fire clearance, heritage, tree cutting, airport clearance etc. The progress also gets affected due to brownfield related challenges such as shifting of utilities (involving water/sewage lines, optical fibre cables, gas pipe lines, power/signal cables, etc.), infringements, operation of trains without hindering passenger movement, speed restrictions due to works carried out in closeproximity of tracks and high voltage power lines, etc. and these factors affect the completion time. Therefore, no time frame can be indicated at this stage. Security: Policing is a state subject under the seventh schedule of the Constitution of India and accordingly, cases of unnatural deaths over Indian Railways are registered and investigated by the concerned police authorities, such as the Government Railway Police (GRP) or the district police based on their jurisdiction. Data on all unnatural deaths on Railway tracks is published by National Crime Record Bureau (NCRB) in Accidental Deaths and Suicides in India (ADSI). The following steps are being taken in coordination with GRP/Police for the safety of passengers in any untoward incidents including death due to falling from train:  Zonal Railways have constituted ‘Joint Committees’ comprising officers of Safety, Security, Signal and Engineering departments to study the causes and suggest specific measures to minimise deaths due to untoward incidents including falling from train. Accordingly, preventive and corrective measures are taken to improve and create infrastructure to minimise casualties.  Regular announcements are made through Public Address System at Railway stations urging passengers to use Foot Over Bridges (FOBs) and to avoid crossing of railway tracks.  Legal action is taken against persons travelling on train rooftops, footboards and other restricted places.  Short videos for passenger awareness are also displayed in Rail Display Network at railway station. Various awareness campaigns are organized by Railways to sensitize passengers about the fatalities of crossing railway tracks, footboard/rooftop travelling, boarding/de-boarding running trains etc.  Regular drives are conducted against trespassing, travelling on footboard, steps, roof top of trains, boarding/de-boarding running trains and the persons apprehended are prosecuted under the relevant provisions of the Railways Act, 1989.  Warning sign boards are provided at conspicuous places for the awareness of passengers. *****
