Parliament Question: Railway Projects in Yavatmal-Washim (Maharashtra)

GOVERNMENT OF INDIA MINISTRY OF RAILWAYS LOK SABHA UNSTARRED QUESTION NO. 1964 TO BE ANSWERED ON 11.02.2026 RAILWAY PROJECTS IN YAVATMAL-WASHIM (MAHARASHTRA) †1964. SHRI SANJAY UTTAMRAO DESHMUKH: Will the Minister of RAILWAYS be pleased to state: (a) the details of the major railway projects (such as station redevelopment, new railway track/lines, doubling, bridges, Vande Bharat train facility) currently underway or proposed in Yavatmal-Washim Lok Sabha Constituency of Maharashtra; (b) the details of the financial sanction, amount sanctioned, current status (Detailed Project Report, land acquisition, under construction/completed) and expected timeline for each project; (c) the latest status of the stations in the Yavatmal-Washim Lok Sabha Constituency under the Amrit Bharat Station Scheme along with the details of the expenditure incurred so far; (d) whether any new terminal station is proposed to be constructed in Maharashtra and if so, the details thereof; and (e) whether any special committee or review mechanism has been set up at the Railway Board/DRM level to monitor these projects and if so, the details thereof? ANSWER MINISTER OF RAILWAYS, INFORMATION & BROADCASTING AND ELECTRONICS & INFORMATION TECHNOLOGY (SHRI ASHWINI VAISHNAW) (a) to (e) The details of Railway infrastructure works taken up in Yavatmal – Washim Lok Sabha Constituency of Maharashtra are as under: To improve connectivity of Yavatmal – Washim Lok Sabha Constituency, Wardha – Yavatmal – Nanded new line (284 Km) has been sanctioned. Wardha – Kalamb section (39 Km) has been commissioned and work on the balance section has been taken up. §Budget allocation during the last five years has increased significantly. Budget allocation for infrastructure projects and safety works, falling fully/partly in Maharashtra (including Yavatmal – Washim Lok Sabha Constituency) is as under: Period Outlay 2009-14 ₹1,171 crore/year 2025-26 ₹23,778 crore (more than 20 times) The details of commissioning/laying of new track falling fully/partly in Maharashtra (including Yavatmal – Washim Lok Sabha Constituency) during 2009-14 and 2014-25 is as under: Average commissioning of new Period New track Commissioned tracks 2009-14 292 Km 58.4 Km/year 2014-25 2,292 Km 208.4 Km/year (More than 3 times) As on 01.04.2025, 38 projects (11 new line, 02 gauge conversion and 25 doubling), of a total length of 5,098 km, costing ₹ 89,780 crore, falling fully/partly in Maharashtra (including Yavatmal – Washim Lok Sabha Constituency), are sanctioned. Station Development Projects Ministry of Railways has launched Amrit Bharat Station Scheme for redevelopment of stations. So far, 1337 stations have been identified for development under this scheme, out of which 132 stations including Washim station of Yavatmal – Washim Lok Sabha Constituency, are located in Maharashtra. Till now, works of 17 stations (Amgaon, Baramati, Chanda Fort, Chinchpokli, Devlali, Dhule, Kedgaon, Lasalgaon, Lonand Jn, Matunga, Murtizapur Jn, Nandura, Netaji Subhash Chandra Bose Itwari Junction, Parel, Savda, Shahad and Vadala Road) in Maharashtra have been completed under this scheme. The works at other stations have also been taken up at good pace and progress of some of above stations is as given below:  Washim station: The works of improvement of station building, porch, improvement of platforms, platform shelter, improvement of waitinghall, toilet, circulating area, lift and 12 m Foot Over Bridge have been taken up.  Manwath Road station: The work of platform shelter has been completed. The works of improvement to station building, entrance porch, platform surfacing, waiting hall, toilet and lift have been taken up.  Parbhani Junction station: The structural works of new station building, platform shelter and 12 m Foot Over Bridge have been taken up.  Partur station: The works of extension to station building, entrance porch, platform shelter, platform surfacing, waiting hall, toilet, circulating area, lift and 12 m Foot Over Bridge have been taken up.  Purna Junction station: The structural work of new station building, platform shelter, platform surfacing, compound wall and 12 m Foot Over Bridge have been taken up.  Selu station: The works of platform shelter, platform surfacing, improvement of waiting hall, toilet, lift and 12 m Foot Over Bridge have been taken up. Further, development / redevelopment / upgradation / modernisation of stations on Indian Railways is a continuous and ongoing process and works in this regard are undertaken as per requirement, subject to inter-se priority and availability of funds. Development / redevelopment / upgradation / modernisation of a station is carried out based on category of station/condition/traffic handled etc. Amrit Bharat Station Scheme envisages development of stations on a continuous basis with a long-term approach. The scheme involves preparation of master plans and their implementation in phases to improve the stations. The master planning includes:  Improvement of access to station and circulating areas  Integration of station with both sides of city Improvement of station building  Improvement of waiting halls, toilets, sitting arrangement, water booths  Provision of wider foot over bridge/air concourse commensurate with passenger traffic  Provision of lift/escalators/ramp  Improvement /Provision of platform surface and cover over platforms  Provision of kiosks for local products through schemes like ‘One Station One Product’  Parking areas, Multimodal integration  Amenities for Divyangjans  Better passenger information systems  Provision of executive lounges, nominated spaces for business meetings, landscaping, etc. keeping in view the necessity at each station. The scheme also envisages sustainable and environment friendly solutions, provision of ballastless tracks etc. as per necessity, phasing and feasibility and creation of city centre at the station in the long term. Development / Upgradation of railway stations is complex in nature involving safety of passengers & trains and requires various statutory clearances such as fire clearance, heritage, tree cutting, airport clearance etc. The progress also gets affected due to brownfield related challenges such as shifting of utilities (involving water/sewage lines, optical fibre cables, gas pipe lines, power/signal cables, etc.), infringements, operation of trains without hindering passenger movement, speed restrictions due to works carried out in close proximity of tracks and high voltage power lines, etc. and these factors affect the completion time. Development / Upgradation / Modernization of stations including under Amrit Bharat Station Scheme is generally funded under Plan Head-53 ‘Customer Amenities’. The details of allocation of funds for development and maintenance of stations are maintained Zonal Railway-wise and not Work-wise or Station-wise. Passenger amenities are generally funded under Plan Head-53 ‘Customer Amenities’. Maharashtra is covered under the jurisdiction of four Railway zones, namely, Central Railway, South Central Railway, South East Central Railway and Western Railway. For these zones, an allocation of ₹ 3,834 crore has been made for the financial year 2025-26,out of which an expenditure (up to December, 2025) of ₹ 3,122 crore has been incurred so far. ROB/RUB Works A work for construction of Road Under Bridge in lieu of Level Crossing No. 111 at Km 813/6-7 between Kata Road – Washim station on Akola – Purna section in Yavatmal – Washim Lok Sabha Constituency has been sanctioned. The work is in progress. Boxes have been inserted under track and the works of drain and retaining wall have been taken up. Additionally, the works for preparation of Detailed Project Report have been sanctioned for 02 nos. Level Crossings which includes Level Crossing No. 102 at Km 796/4-5 between Amanwadi – Jaulkastation and Level Crossing No. 113 at Km 816/6-7 between Kata Road – Washim stationon Akola – Purna sectionin Yavatmal – Washim Lok Sabha Constituency. Numbers of ROBs/ RUBs constructed on Indian Railways during the period 2004-14 vis-à-vis 2014-25 (upto December, 2025) is as under: Period ROBs/ RUBs constructed 2004-14 4,148 Nos. 2014-25 (upto December, 2025) 13,882 Nos. As on 01.01.2026, 4,769 nos. ROBs/RUBs are sanctioned at the cost of ₹ 1,14,298 crore on Indian Railways including 269 nos. at the cost of ₹ 5,599 crore in Maharashtra which are at various stages of planning and execution. Completion and commissioning of ROB/RUB works depends on various factors like cooperation of State Governments in giving consent for closure of Level Crossing, fixing of approach alignment, approval of General Arrangement Drawing (GAD), land acquisition, removal of encroachment, shifting of infringing utilities, statutory clearances from various authorities, law and order situation in the area of project / work sites, duration of working season in a year for the particular project / area due to climatic conditions etc. All these factors affect the completion time of the projects / works.Coaching Terminals in Maharashtra New coaching terminals at Jogeshwari and Vasai Road have been sanctioned. Further, the Detailed Project Report (DPR) of new coaching terminal at Parel and new satellite terminal at Lokmanya Tilak have been prepared. Indian Railways has a well established mechanism to monitor implementation of projects including their reviews, inspection, check for quality of works and audits. Works are carried out adhering to the standards and specifications laid down in various codes and manuals. Inspections/audits/checks are carried out from time to time by various agencies/officials/multi-disciplinary teams as per laid down instructions and actions for correction including damages are taken immediately. This is a continuous and ongoing process. *****
