Parliament Question: Ranking of training institutions

GOVERNMENT OF INDIA MINISTRY OF PERSONNEL, PUBLIC GRIEVANCES AND PENSIONS (DEPARTMENT OF PERSONNEL & TRAINING) RAJYA SABHA UNSTARRED QUESTION NO.3163 (ANSWERED ON 19.03.2026) RANKING OF TRAINING INSTITUTIONS 3163. SHRI MALLIKARJUN KHARGE: Will the PRIME MINISTER be pleased to state: (a) whether it is a fact that the National Standards for Civil Service Training Institutions (NSCSTI) has been replaced with NSCSTI 2.0; (b) if so, the reasons therefor; (c) whether any study has been conducted to assess the implementation of NSCSTI 1.0; (d) if so, the details thereof; (e) the details of ranking of all training institutions accredited under NSCSTI during the last five year, year-wise; (f) the details of benefits received by institutions with better NSCSTI ratings; and (g) the details of support provided to lower ranking institutions to improve their ratings, institution-wise and year-wise? ANSWER MINISTER OF STATE IN THE MINISTRY OF PERSONNEL, PUBLIC GRIEVANCES AND PENSIONS AND MINISTER OF STATE IN THE PRIME MINISTER’S OFFICE (DR. JITENDRA SINGH) (a) to (g): Yes, the National Standards for Civil Service Training Institutions (NSCSTI) has been revised and launched as NSCSTI 2.0 on 18.07.2025. The revision of NSCSTI was undertaken to ensure alignment with the evolving objectives of Mission Karmayogi and the strategic role of Civil Service Training Institutions (CSTIs) in institutionalizing continuous learning and delivering competency- based training. A review of the implementation of NSCSTI 1.0 was undertaken through a structured consultative process, wherein a national level workshop with accredited CSTIs was convened to obtain detailed feedback on the existing framework. The findings from the review formed the basis for restructuring the framework and rationalization of the assessment metrics from 59 to 43 under NSCSTI 2.0. The assessment metrics focus on themes like course design, faculty development, resource and training targets, digitization and training delivery, training evaluation and quality assurance, governance and operation functions of the training institution. Training Institutes are awarded 1-Star to 5-Star ratings as per their performance in the assessment. Out of the 205 Institutes accredited so far, 19 have received 4-star or above rating. Remaining institutions have ratings 3- star or below. Institutions with NSCSTI accreditation are recognized for their good practices and may act as mentors to other institutions. All CSTIs receive structured support through Quality Improvement Plans (QIP) based on gap analysis; mentorship from higher-rated institutions; faculty development programmes such as the Online Faculty Development Programme on iGOT; and guidance to improve governance processes, training methods, and digital content creation. *****
