PARTHASARADHI REDDY: Will the Minister of YOUTH AFFAIRS AND SPORTS be pleased to state: (a) whether facilities created under large residential school projects, including those in Telangana, would be converged with the Rashtriya Yuva Sashaktikaran Karyakram (RYSK) and if so, the details thereof; (b) the details of components under RYSK that support youth leadership, sports, volunteerism and life-skills development; (c) whether guidelines permit utilisation of such institutional infrastructure for youth programmes and if so, the details thereof; and; (d) the details of assistance available to States and institutions for organising activities under this scheme? ANSWER THE MINISTER OF YOUTH AFFAIRS AND SPORTS (DR. MANSUKH MANDAVIYA) (a) No, Sir. (b) MY Bharat (erstwhile NYKS) conducts various programmes (Core Programmes) that support leadership, sports and volunteerism. Details of programmes conducted during the last 3 years are given as under:  Youth Club Development Programme  Training on Youth Leadership & Community Development  Block Level Sports Meets / Village Cluster Level Sports Meet  District Level Sports Meet  Promotion of Sports (Sports Material to Youth Clubs)  Observance of Days of National and International Importance  Mission life  National Road Safety Week  Ek Ped Maa Ke Naam Campaign  Service & Empowerment through Voluntary Action  Coastal cleanliness  Viksit Bharat Ambassador - Yuva Connect Page 1 of 2 Diwali with MY Bharat  Swachhata Awareness Evam Shramdaan / Swachhta Hi Seva Campaign  Swachhata Pakhwada  Shramdaan Shivir  Service & Empowerment through Voluntary Action  MY Bharat - Viksit Bharat@2047 Declamation Competitions  Establishing Disaster Risk Reduction & Preparedness Teams Under the National Young Leaders Programme, MY Bharat conducted Neighbourhood Youth Parliament. The aim is to educate Youth Club members about contemporary socio- economic development issues confronting village communities in general and the youth in particular and to involve them in debate/discussions on such issues. The Programme beneficiaries are the youth in the age-group of 15-29 years, in line with the definition of ‘youth’ in the ‘National Youth Policy, 2014’. The National Programme for Youth and Adolescent Development (NPYAD), a sub- scheme under the Rashtriya Yuva Sashaktikaran Karyakram (RYSK), supports youth leadership, volunteerism and life-skills development through the following components: (i) Youth Leadership and Personality Development: For leadership programmes/initiatives through MY Bharat (ii) Promotion of National Integration: Activities include Viksit Bharat Young Leaders Dialogue (VBYLD), National Integration Camp, National Youth Award, etc. (iii) Promotion of Adventure: Grants to adventure organizations for conducting basic/intermediate and advanced adventure activities, conferment of Tenzing Norgay National Adventure Award. (iv) Development and Empowerment of Adolescents: Covers Life Skills Education, Counselling, Career Guidance Centres, etc. (c) No such provision exists in the guidelines of various components of the RYSK Scheme. (d) Financial assistance is provided to State Governments, UT Administrations, autonomous organisations, registered NGOs/Trusts/Societies, Universities and educational institutions for organising activities under the NPYAD scheme. The quantum of assistance is linked to the nature and scale of activity. Under VBYLD, an assistance up to Rs. 15.00 lakh to States and Rs. 10.00 lakh to UTs is provided to conduct Viksit Bharat Challenge Track. Further for Cultural and Innovation Track, an assistance up to Rs. 10.00 lakh is provided to each State and UT. ***** Page 2 of 2
