Parliament Question: Recruitment and Staff Position in University of Delhi

Shri Murari Lal Meena: Will the Minister of EDUCATION be pleased to state: (a) the details of the number of colleges presently affiliated and functioning under the University of Delhi along with the names, college-wise; (b) the total number of teaching and non-teaching staff presently working in the said university and its affiliated colleges, post-wise and college-wise; (c) the number of recruitments made for various category of posts during the last five years, along with the details of appointments made in the Department of Law and the number of candidates appointed therein, year-wise, category-wise, particularly with regard to Scheduled Caste (SC), Scheduled Tribe (ST) and Other Backward Class (OBC); (d) the total number of applications received and candidates selected in the recruitment made during the above said period along with the current status of vacancies, category-wise (General/SC/ST/OBC/EWS); and (e) the number of ST category posts advertised for recruitment in the year 2023 and 2024 and the number of ST candidates finally selected against those posts in the appointments made in the year 2025? ANSWER MINISTER OF STATE IN THE MINISTRY OF EDUCATION (DR. SUKANTA MAJUMDAR) (a) to (e): University of Delhi is statutory autonomous organization established under Delhi University Act, 1922 and is governed by provisions of the Statutes, Ordinances etc made thereunder. All administrative and academic decision are taken by the University with the approval of its statutory bodies in accordance with statutory provisions and the relevant regulations/guidelines of the University Grants Commission (UGC). The details of colleges functioning under the University of Delhi may be seen at the link https://www.du.ac.in. The University has informed that 87 Professors, 279 Associate Professors, 734 Assistant Professors and 714 non-teaching employees are working in the Departments of the University. Further, 7603 teaching and 2925 non-teaching employees are working in the colleges of the University. Occurrence and filling up of vacancies are continuous process. The onus to fill the vacant posts lies on the University. The vacancies arise due to retirement, resignation and additional requirements on account of enhanced students’ strength. Ministry of Education and University Grants Commission (UGC) regularly monitor the institutions for filling the vacant posts.From September 2022, all Central Universities have undertaken recruitment drive in mission mode to fill the vacancies. Till 24.01.2026, more than 4040 teaching and non-teaching positions including 588 SC posts, 311 ST posts, 1070 OBC posts and 303 EWS posts have been filled in University of Delhi and its colleges. In last five years, 42 teaching staffs have been appointed in the Department of Law which include 5 SC, 10 OBC & 2 EWS. The UGC launched a unified recruitment portal i.e. CU-Chayan on 02.05.2023 to provide a common platform for listing of vacancies/ advertisements/ jobs across all Central Universities for faculty posts. The Central Universities have also been instructed to publish rolling advertisements on their websites throughout the year to address the difficulties faced in getting eligible candidates. The Central Educational Institutions (Reservation in Teachers Cadre) Act, 2019 has been notified on 09.07.2019 which provides for reservation of posts in direct recruitment for persons belonging to Scheduled Castes (SCs), Scheduled Tribes (STs), Other Backward Classes (OBCs), and Economically Weaker Sections (EWS) in the Teacher’s Cadre of Central Educational Institutions established, maintained, or aided by the Central Government. This Act removes the difficulty regarding the reservation of posts in appointment by treating University/Central Educational Institution as a unit for the purpose of reservation instead of individual departments. Further, by this Act from the year 2019, reservation was provided to Other Backward Class (OBC) in recruitment in Associate Professor and Professor level. Earlier reservation to OBC was only in Assistant Professor level. Posts reserved for a particular category can only be filled by eligible persons of that particular category; any unfilled post belonging to any of the reserved category will continue to be readvertised as backlog vacancies in that particular reserved category in next cycle(s) of recruitment, until filled. *****
