Parliament Question: Redevelopment of Railway Stations in Maharashtra and Madhya Pradesh under ABSS

SHRIKANT EKNATH SHINDE : SHRI RAVINDRA DATTARAM WAIKAR : SHRI SHRIRANG APPA CHANDU BARNE : SHRI NARESH GANPAT MHASKE : Will the Minister of RAILWAYS be pleased to state: (a) the physical progress of the redevelopment of stations in Madhya Pradesh and Chhatrapati Shivaji Maharaj Terminus (CSMT) of Maharashtra under the Amrit Bharat Station Scheme as of January 2026; (b) the specific measures taken/being taken by the Government to preserve the UNESCO World Heritage status of the buildings while integrating modern airport-like amenities; (c) the list of stations in Balaghat, Lok Sabha Constituency and sub- urban stations in Mumbai Metropolitan Region identified for Phase-2 of the Amrit Bharat Station Scheme and the budgetary outlay for the same; (d) the details of passenger amenity upgrades such as escalators, lifts and executive lounges planned for major suburban hubs like Dadar, Raigad and Pune, Thane and Kalyan; and(e) the timeline for the completion of the CSMT redevelopment project and the expected increase in daily passenger handling capacity post-completion? ANSWER MINISTER OF RAILWAYS, INFORMATION & BROADCASTING AND ELECTRONICS & INFORMATION TECHNOLOGY (SHRI ASHWINI VAISHNAW) (a) to (e): The progress of redevelopment of various railway stations situated in Maharashtra and Madhya Pradesh is as under: Maharashtra: Development works at railway stations under Amrit Bharat Station Scheme in Maharashtra has been taken up at a good pace. Till now, Works of 17 stations including 05 suburban stations (Amgaon, Chanda Fort, Chinchpokli, Devlali, Dhule, Kedgaon, Lasalgaon, Lonand Junction, Matunga, Murtizapur Junction, Netaji Subhash Chandra Bose Itwari Junction, Parel, Savda, Shahad, Vadala Road, Baramati and Nandura) have been completed in Maharashtra under the scheme. The progress of some of the stations in Maharashtra identified in Amrit Bharat Station Scheme is as given below: Chhatrapati Shivaji Maharaj Terminus: The work for redevelopment of station has been sanctioned. The work for relocation of Divisional Engineering Training Centre to Wadi Bunder,foundation work of foot over bridge no. 6 on platform no. 18 & 12/13 and refurbishment of ground floor & 1st floor of main line building have been completed. The works for foundation of long distance node building, long distance concourse and foot over bridge no. 1 and 2, parcel, linen and C&W building have been taken up. Diva: The works of improvement of circulating area and parking on east side, improvement to station building on east side, new entry gate, improvement to Foot Over Bridge at Kalyan and Mumbai end, construction of new staircase for Foot Over Bridge, platform shelter of platform no. 7/8, platform raising and flooring improvement of platform no. 5/6 and 7/8, new toilet block, sewage treatment plant on west side and new service building have been completed. The work for construction of Foot Over Bridge has been taken up. Mumbra: The works for improvement to platform surface, improvement of seating arrangement, improvement to flooring of Foot Over Bridge, new toilet block, sewage treatment plant, improvement of circulating area and improvement of ticket booking office have been completed. The work for provision of escalators has been taken up. Titwala: The works of improvement of two wheeler parking and approach road on east and west side, new station building, new entrance gate, improvement of ticket booking office, new toilet block, sewage treatment plant and platform surfacing have been completed. The work of new Foot Over Bridge has been taken up.Vikhroli: The works for improvement of platform surfacing, improvement of platform shelter, improvement of Foot Over Bridge, new toilet block on Mumbai end, improvement of toilet block on Kalyan end and improvement of station building on west side have been completed. The works of development of circulating area on west & east side and new booking office & parking on east side have been taken up. Charni Road: The works of widening of entry-exit, construction of the new booking office on Platform No. 1, improvement of the footpath pavement surface, construction of fencing and boundary work on Platform No. 4, improvement of existing platform shelter at platform 1, 2 & 3 and fencing work at the north-side entry have been completed. The works of platform shelter sheet replacement on Platform No. 4, Foot over Bridge and Platform No. 1 surfacing work have been taken up. Malad: The works for the raising of platform 1, 2, 3, 4 & 5 and improvement of existing platform shelters have been completed. The works for improvement of booking office and toilets have been taken up. Kalyan: The works for provision of new ‘A’ building at Kalyan (east), provision of platform shelter on platform (PF) no. 4 & 5, provision of one lift and two escalator, improvement of circulating area and augmentation of water supply have been completed. The work of extension of platform 2 & 3, construction of lokgram foot over bridge has been taken up. The works for provision of 04 nos. escalators, provision of additionalaccessibility facilities for divyangjan and provision of sewage treatment plant have been sanctioned. Dadar: The works for raising of platform no. 8 and 10, provision of platform shelter on platform 8, 10 and 11, provision of lifts and escalators, construction of toilet block and improvement of water supply have been completed. The works for provision of foot over bridge connecting PF 8 to PF 9 and provision of additional platform shelters have been sanctioned. Thane: The works for raising of platform no. 2, replacement of two foot over bridges, widening of platform 5 & 6, construction of new waiting hall, toilet block, provision of new parking lot, provision of platform shelter and 2 escalator have been completed. The works of provision of one foot over bridge, provision of additional 02 escalators and additional platform shelters have been sanctioned. Pune: The works for improvement of platform surface on platform no. 6 and platform 2&3, provision of 02 divyangjan toilets, improvement to parcel office, provision of additional platform shelters have been completed. The works for provision of 04 nos lifts, improvement to station circulating area at main and 2nd entry side and extension of platforms have been taken up. Madhya Pradesh: Development works at railway stations under Amrit Bharat Station Scheme in Madhya Pradesh has been taken up at a good pace. Till now, works of 14 stations (Beohari, Bhind, Harpalpur, Junnor Deo, Katni South, MCS Chhatarpur, Nainpur Jn., Narmadapuram, Orchha, Sanchi, Seoni, Shajapur, Shridham and Vidisha) in Madhya Pradeshhave been completed under this scheme. This includes Seoni station which is situated in Balaghat lok sabha constituency. The progress of some of the stations in Madhya Pradesh taken up in Amrit Bharat Station Scheme is as given below: Balaghat station in Balaghat lok Sabha Constituency, the works for improvement of station building, improvement of circulating area, parking with provision of 1 no high mast lighting, renovation of waiting hall, improvement of platform surfacing, provision of standard signages, additional platform shelter, toilet block, installation of CCTV and Coach & Train Indication Boards have been completed and finishing work taken up. Rewa: The works for improvement of station building, entry and exit porches, improvement of drainage, construction of new toilet blocks and improvement of waiting hall have been completed. The works of improvement of circulating area with provision of parking lots, provision of 12 m wide Foot Over Bridge and raising & platform surfacing of Platform No. 1 have been taken up. Ruthiyai: The works of Improvement of Station Building, improvement of circulating area with provision of parking lots, improvement to Platform surfacing at PF 1 & 2, construction of new toilet block, improvement of waiting hall, provision of additional platform shelters and improvement of divyangjan amenities have been completed. The work for construction of 12m wide Foot Over Bridge has been taken up. Ratlam: The works for widening of platform 4, provision of platform shelter on PF 4, improvement of waiting room, toilets, development of second entry with approach road, improvement of circulatingarea and parking have been completed. The works for foot over bridge has been taken up. Dewas: The works for improvement of circulating area, widening of platform, improvement of platform surface, platform shelters, improvement of waiting hall, toilets and provision of new toilet block have been completed. The works for provision of foot over bridge, lifts, escalator and signage have been taken up. Ministry of Railways has launched Amrit Bharat Station Scheme for redevelopment of stations with a long-term approach. The scheme involves preparation of master plans and their implementation in phases to improve the stations. The master planning, keeping in view the necessity at each station includes:-  Improvement of access to station and circulating areas  Integration of station with both sides of city  Improvement of station building  Improvement of waiting halls, toilets, sitting arrangement, water booths  Provision of wider foot over bridge/air concourse commensurate with passenger traffic  Provision of lift/escalators/ramp  Improvement /Provision of platform surface and cover over platforms  Provision of kiosks for local products through schemes like ‘One Station One Product’  Parking areas, Multimodal integration  Amenities for Divyangjans  Better passenger information systems Provision of executive lounges, nominated spaces for business meetings, landscaping, etc. The scheme also envisages sustainable and environment friendly solutions, provision of ballastless tracks, etc. as per necessity, phasing and feasibility and creation of city centre at the station in the long term. So far, 1337 stations have been identified under Amrit Bharat Station Scheme. Out of these, 80 stations are located in Madhya Pradesh and 132 stations located in Maharashtra. Site specific measures are taken based on the context and condition of the structure/artifact. Development/upgradation of stations on Indian Railways is a continuous and ongoing process and works in this regard are undertaken as per requirement, subject to inter-se priority andavailability of funds. The priority for development / redevelopment / upgradation / modernisation of stations is accorded to higher category of station over lower category of station while sanctioning and executing the works. The phasing of the station redevelopment project depends on several factors like requirement, level of existing infrastructure, changes in station footfall, development of adjoining areas and their interaction with the station, changes in complementary mode of transport, availability of funds, inter-se priority etc. This is a gradually evolving process depending upon a numbers of variables and no time frame can be indicated at this stage for the same. Development / upgradation of stations including under Amrit Bharat Station Scheme is generally funded under Plan Head-53 ‘Customer Amenities’. The details of allocation under Plan Head-53 are maintained Zonal Railway-wise and not station-wise or State-wise. Madhya Pradesh and Maharashtra state falls under the jurisdiction of Central Railway, Western Railway, South Central Railway, West Central Railway, East Central Railway, North Central Railway, South East Central Railway. For these zones, a total allocation of ₹5800.68 crores (Revised Estimate) has been made for the financial year 2025- 26 under Plan Head-53. Escalators and lifts at railway stations are provided depending upon techno-economical feasibility and inter-se priority of the station. So far, 66 nos. escalators at 12 railway stations and 25 nos. lifts at 09 railway stations have been provided at Major Suburban Hubs like Dadar, Pune, Thane, Kalyan and station in Raigad district, etc.Further, development/redevelopment/upgradation of Railway Stations is complex in nature involving safety of passengers & trains and requires various statutory clearances such as fire clearance, heritage, tree cutting, airport clearance etc. The progress also gets affected due to brown field related challenges such as shifting of utilities, (involving water/sewage lines, optical fiber cables, gas pipe lines, power/signal cables etc.) infringements, operation of trains without hindering passenger movement, speed restrictions due to works carried out in close proximity of high voltage power lines etc. and these factors affect the completion time. Therefore, no time frame can be indicated at this stage. *****
