GOVERNMENTOFINDIA MINISTRYOFHEALTH AND FAMILYWELFARE DEPARTMENTOFHEALTH AND FAMILYWELFARE LOK SABHA UNSTARRED QUESTION No. 3526 TOBE ANSWERED ON13TH MARCH, 2026 REDUCED SEATSHARE IN NEET-PG IN LADAKH 3526.SHRIMOHMADHANEEFA: Will the Minister of HEALTHANDFAMILYWELFARE be pleased tostate: (a)whether the Government isaware thatbefore 2022,Ladakhhada exclusive 4percentseat share ineachspeciality inNEET-PGand if so, the detailsthereof; (b) whether it isa factthat due toinclusion of Ladakh since 2022inthe common categorylist of Jammu and Kashmir, there has been a significant reduction in opportunities for Ladakhi students tosecure postgraduate seats; (c)if so, the detailsthereof alongwith the reasons therefor; (d) whether the Government is considering reinstating the exclusive four percent seat share for Ladakhistudents inNEET-PG; and (e)if so, the detailsthereof andif not,the reasons therefor? ANSWER THE MINISTEROFSTATE IN THE MINISTRYOFHEALTH AND FAMILY WELFARE (SMT. ANUPRIYAPATEL) (a) to (e): The Medical Counselling Committee (MCC) of the Directorate General of Health Services(DGHS) conductscounselling for postgraduate medicalcourses inaccordance with the scheme laid down by the Hon’ble Supreme Court of India. The NEET-PG counselling conducted by MCC covers 50% All India Quota (AIQ) seats and 100% seats of Central/Deemed Universities across the country. Further, counselling for the State quota PG seats and seats in private medical colleges is conducted by the respective State counselling authorities. Further, the Reservation Policy of the Central Government for the NEET-PG Counselling in All India Quota isasfollows:  S.C.-15%  S.T.-7.5%  O.B.C.- (Non-Creamy Layer)asperthe Central OBC list- 27% EWS-asperCentral Government norms- 10%  PwD- Horizontal Reservation asperNMC norms- 5% There is no provision for any separate reservation in the All India Quota other than those alreadynotifiedbythe Government. Further, Union Territory of Ladakh has informed that before 2022, Ladakh resident medical graduates competed for PG seats in the same pool comprising of Jammu and Kashmir Scheduled Tribes (ST) medical graduates. From 2022 onwards, Ladakh was given 4% reservation (2% each for Leh and Kargil districts) out of the total PG seats in Jammu and Kashmir. Ladakhhasnot beenincluded inthe commoncategorylist of Jammu andKashmir. ******
