REGIONAL AVIATION GROWTH PLAN
1800. SHRI JAGGESH
Will the Minister of CIVIL AVIATION be pleased to state:-
(a) whether it is a fact that Government has announced a plan to develop 50 additional
airports in the next five years;
(b) whether the proposed expansion of airports is expected to generate significant real estate
and commercial development opportunities in surrounding areas;
(c) whether Government has conducted any assessment regarding the impact of new airports
on urban planning, land use and infrastructure in nearby regions;
(d) whether any policy measures are being considered to regulate real estate growth around
upcoming airports to ensure balanced and sustainable development; and
(e) if so, the details thereof?
ANSWER
Minister of State in the Ministry of CIVIL AVIATION (Shri Murlidhar
Mohol)
(a): In the Budget 2023-24, the Government announced revival of 50 airports, heliports, and
water aerodromes, for Phase II of the 'Revival/Upgradation of Unserved and Underserved
Airports/Heliports/Water Aerodromes' Scheme.
95 unserved and underserved airports, including 17 heliports and 2 water aerodromes have
been developed and operationalized under the UDAN scheme, . Government had also
accorded 'In-principle' approval for development of 24 Greenfield airports, out of which 13
Greenfield airports have been operationalised.
(b) & (c): Airports have emerged as a nucleus of economic activities and have multiplier
effect on the economy of the State. The linkage between the Civil Aviation Sector and
Economic Growth is well recognised. International Civil Aviation Organisation (ICAO)
study shows that the air connectivity has an economic multiplier of 3.25 and employment
multiplier of 6.1.
(d) & (e): AAI issues No Objection Certificate for height clearance on behalf of Government
in accordance with guidelines prescribed in General Statutory Rules 751(E) and itssubsequent amendments, to regulate construction/erection of structures around civil
aerodromes and around Directorate General of Civil Aviation licensed state owned and
private aerodromes.
