REGISTRATION AND ENROLMENT UNDER E-SHRAM AND PM-SYM
SCHEMES
43. SHRI B Y RAGHAVENDRA:
Will the Minister of LABOUR AND EMPLOYMENT be pleased to
state:
(a)the details of the total number of unorganised workers registered
on the e-Shram portal since 2020 across the country, State/UT-wise
especially, district-wise in Karnataka and talukwise for
Shivamogga and Udupi districts;
(b)the details of the number of beneficiaries enrolled under the
Pradhan Mantri Shram Yogi Maan-dhan (PM-SYM) scheme since
2020, State/UT-wise, district-wise in Karnataka and talukwise for
Shivamogga and Udupi districts; and
(c)the details of the total number of workers registered on the e-
Shram portal and the workers who meet the eligibility criteria for
enrolment under PM-SYM but remain unenrolled in Karnataka,
including district-wise and taluk-wise details for Shivamogga and
Udupi districts along with the reasons therefor?

(a) to (c): The Ministry of Labour and Employment launched eShram
portal (eshram.gov.in) on 26th August 2021 for creation of a
comprehensive National Database of Unorganised Workers (NDUW)
seeded with Aadhaar. eShram portal is meant to register and support
the unorganised workers by providing them a Universal Account
Number (UAN) on a self-declaration basis.
As on 20th November 2025, over 31.36 crore unorganised
workers have already been registered on eShram portal including
over 1.09 crores unorganized workers registered on eShram in the
state of Karnataka.

registered unorganised workers enrolled under PM-SYM is at
annexure-I.
District-wise details of the total number of unorganised
workers registered on the eShram portal alongwith total number of
registered unorganised workers enrolled under PM-SYM in Karnataka
is at annexure-II.
Taluk-wise details of the total number of unorganised
workers registered on the eShram portal alongwith total number of
registered unorganised workers enrolled under PM-SYM in
Shivamogga and Udupi districts in Karnataka are at annexure-III and
annexure-IV.
Pradhan Matri Shram Yogi Maan-dhan (PM-SYM) is a
voluntary and contributory pension scheme for unorganised workers
registerd on eShram portal. eShram registrants in the age group of 18
to 40 years whose monthly income is rs. 15000/- or less and not a
member of EPFO/ESIC/NPS (Government funded) are eligible to enroll
under Pradhan Matri Shram Yogi Maan-dhan (PM-SYM).
