REGISTRATION OF GIG AND PLATFORM WORKERS ON e-SHRAM
PORTAL

Will the Minister of LABOUR AND EMPLOYMENT be pleased to
state:
(a)the details of the number of gig and platform workers registered
on the e-Shram Portal;
(b)the details of overall status of registrations on the e-Shram Portal
since its inception;
(c)the details of the unorganised workers registered on the e-Shram
Portal, State and gender-wise;
(d)the details of the list of top ten States reporting the highest
number of registrations along with the steps taken/being taken by
the Government to further promote registration on the e-Shram
Portal; and
(e)whether any target has been given to the States for registration of
unorganised workers on the said portal and if so, the criteria used
to determine fix such target for each State and the progress in
achieving the registration target on e-Shram Portal, State-wise?

“Registration of Gig and Platform Workers on e-Shram Portal” RAISED
BY Shri P P Chaudhary & Shri Damodar Agarwal.
(a) to (e): The Ministry of Labour and Employment launched eShram
portal (eshram.gov.in) on 26th August 2021 for creation of a
comprehensive National Database of Unorganised Workers (NDUW)
seeded with Aadhaar. eShram portal is meant to register and support
the unorganised workers by providing them a Universal Account
Number (UAN) on a self-declaration basis.
As on 3rd August 2025, over 30.98 crore of unorganised
workers have been registered on eShram portal, including over 3.37
lakh workers have registered themselves as Platform workers. State
and gender-wise details of the unorganised workers registered on the
e-Shram Portal is at Annexure - I.
The details of top ten States reporting highest number of
registrations on e-Shram is at Annexure - II.
Steps taken by the Ministry to promote registrations on
eShram portal and increase awareness among unorganised workers
include:
i. Holding periodic review meeting with States/UTs.
ii. Regular meeting with Common Services Centre (CSC).
iii. To provide employment and skilling opportunities, eShram is
integrated with National Career Service (NCS) and Skill India Digital
Portal.
iv. To offer one-stop search and discovery of the Government
schemes, eShram is integrated with myScheme portal.
v. SMS campaign to create awareness.
vi. Social media platforms are also being used to spread awareness
among workers to register on eShram. State Seva Kendras (SSKs)
and services of Common Service Centres are onboarded to facilitate
assisted mode registrations of unorganised workers.vii. Registration camps and awareness drives are conducted for the
implementation and outreach of the e-Shram Scheme. These camps
are organised by Ministry from time to time in coordination with
Common Service Centre (CSC), Dattopant Thengadi National Board
for Workers Education and Development (DTNBWED) and State
Labour Department.
The registration targets of unorganised workers are based
on the Periodic Labour Force Survey carried out by the National
Statistics Office (NSO) in 2017-18. Further, target number of
registrations for each States/UTs has been decided on the basis of
population of States/UTs.
As on 3rd August 2025, State-wise progress in achieving
the targeted number of registrations on e-Shram is at Annexure – III.Annexure – I
