GOVERNMENT OF INDIA MINISTRY OF TOURISM RAJYA SABHA UNSTARRED QUESTION NO.4466 ANSWERED ON 02.04.2026 REGULATION OF ADVENTURE TOURISM 4466 MS. SWATI MALIWAL: Will the Minister of TOURISM be pleased to state: (a) the State-wise details of adventure tourism operators and approved adventure tourism destinations during the last five years; (b) whether Government has notified uniform national safety standards, certification norms and liability guidelines for adventure tourism activities such as trekking, rafting, paragliding and mountaineering and if so, the details thereof; (c) the number of accidents, fatalities and safety violations reported in adventure tourism during the last five years, State-wise; (d) the funds allocated and released for promotion, infrastructure development and capacity building in adventure tourism during those years, year-wise; and (e) the details of steps taken to ensure insurance coverage, safety audits and trained personnel in the sector? ANSWER THE MINISTER OF TOURISM (SHRI GAJENDRA SINGH SHEKHAWAT) (a) to (e): The list for State-wise number of Adventure Tourism Operators recognized under Ministry of Tourism is placed at Annexure. Ministry of Tourism does not maintain data on approved Adventure Tourism Destinations. The development and promotion of tourism, including adventure tourism, enhancing safety and convenience at adventure tourism sites is primarily the responsibility of the State Governments/Union Territory Administrations. Ministry of Tourism does not maintain data on accidents caused while participating in adventure tourism and it has no separate fund for promotion of Adventure Tourism. The Ministry of Tourism, in association with the Adventure Tour Operators Association of India has formulated Adventure Safety Guidelines with an aim to establish a comprehensive and standardized framework to ensure safety in the Adventure Tourism sector across India. These guidelines have been circulated to all States and Union Territories for adoption and formulation/updation of safety protocols.
