Parliament Question: Rehabilitation of Tribals

SHRI RAJKUMAR ROAT: Will the Minister of ENVIRONMENT, FOREST AND CLIMATE CHANGE be pleased to state: (a) the details of people displaced so far due to Tiger Project in the country, State, project and year- wise; (b) whether the tribal community has suffered maximum displacement, if so, the details of tribals displaced under the Tiger Project; (c) the number of displaced tribal families compensated properly under the said project; (d) the details of location where they have been rehabilitated, State-wise; and project-wise; (e) the details of families who have been displaced twice in their lifetime, State-wise; and (f) whether the consent of the Gram Sabha has been obtained from the affected Gram Panchayats under Panchayats (Extension to Scheduled Areas) Act, 1996 for all the Tiger Projects in the country and if so, the details thereof? ANSWER MINISTER OF STATE IN THE MINISTRY OF ENVIRONMENT, FOREST AND CLIMATE CHANGE (SHRI KIRTI VARDHAN SINGH) (a) to (f) There has been no displacement of people in the country due to implementation of tiger conservation projects. Tiger Reserves are managed under parameters that prioritize both ecological protection and community rights. As enshrined in the provision made under section 38 V (5) of the Wildlife (Protection) Act, 1972, the Government of India prescribes a policy of voluntary village relocation, wherein free and informed prior consent of the Gram Sabha is taken and due diligence is exercised by the States in harmony with the voluntariness enshrined in the said Act read with the Scheduled Tribes and Other Forest Dwellers (Recognition of Forest Rights) Act, 2006, wherein incentivized packages are available for the voluntary village relocation from the core areas (Critical Tiger Habitat) of Tiger Reserves. The successful implementation of the above provisions has resulted in greater access and exposure of the people to enhanced socio-economic opportunities while creating an inviolate space for tigers and wildlife.
