Parliament Question: Release of Funds under FMBAP

GOVERNMENT OF INDIA MINISTRY OF JAL SHAKTI DEPARTMENT OF WATER RESOURCES, RIVER DEVELOPMENT & GANGA REJUVENATION LOK SABHA UNSTARRED QUESTION NO. 2053 ANSWERED ON 31.07.2025 RELEASE OF FUNDS UNDER FMBAP 2053. SHRI ISHA KHAN CHOUDHURY Will the Minister of JAL SHAKTI be pleased to state: (a) whether only Rupees 159.36 crores have reportedly been released out of Rupees 490.73 crores earmarked for Murshidabad for funding under the Flood Management and Border Areas Programme (FMBAP); (b) if so, the details thereof and the reasons for the delay in releasing the balance amount along with the time by which it is likely to be released, project-wise; (c) whether any amount has been earmarked for Malda district under the FMBAP and if so, the details thereof; (d) whether Rupees 1281.11 crores have been provided to the State Government of West Bengal under the Flood Management Programme (FMP)/FMBAP including Rupees 966.5 crores during the period from 2007 to 2017 and if so, the details thereof, project and district-wise; (e) whether only Rupees 315 crores has been released for West Bengal FMBAP-FMP Fund and if so, the details thereof; and (f) whether the Government is considering any additional or revised funding proposals for Malda and Murshidabad under the FMBAP in light of the recurring and intensified flood threats in the regions and if so, the details thereof? ANSWER THE MINISTER OF STATE FOR JAL SHAKTI (SHRI RAJ BHUSHAN CHOUDHARY) (a) to (f) Flood management and anti-erosion schemes are formulated and implemented by concerned State Governments as per their priority. The Union Government supplements the efforts of the State by providing technical guidance and promotional financial assistance for management of floods in critical areas. To strengthen the structural measures of flood management, Union Government had implemented Flood Management Programme (FMP) during XI & XII Plans for providing central assistance to States for works related to flood control, anti-erosion, drainage development, anti-sea erosion, etc. which 1subsequently continued as a component of “Flood Management and Border Areas Programme (FMBAP)” for the period from 2017-18 to 2020-21 and during 2021-22 to 2025-26. Total 18 flood management projects in the State of West Bengal with an estimated cost of Rs. 2261.02 Crore were included during XI and XII plan under FMP component of FMBAP. Total central assistance amounting to Rs. 1289.89 Crore (Rs. 1051.96 crore under FMP component and Rs. 237.93 crore under River Management and Border Areas (RMBA) component) under FMBAP scheme has been released to state upto March 2025. Details of projects included under FMP is at Annexure. No proposal for Central Assistance is pending in Ministry. Out of total 18 flood management projects, 15 projects have been completed in the state which give protection to an area of around 1.03 Lakh Hectare and protected a population of about 24.94 Lakh.
