Parliament Question: Resettlement and employment of ex-servicemen

GOVERNMENT OF INDIA MINISTRY OF DEFENCE DEPARTMENT OF EX-SERVICEMEN WELFARE RAJYA SABHA UNSTARRED QUESTION NO. 2593 TO BE ANSWERED ON 16TH MARCH, 2026 RESETTLEMENT AND EMPLOYMENT OF EX-SERVICEMEN 2593 SHRI RAJINDER GUPTA: Will the Minister of Defence be pleased to state: (a) whether steps have been taken for resettlement, rehabilitation and livelihood generation of ex- servicemen and the details thereof; (b) the number of ex-servicemen registered with the Directorate General Resettlement during the last five years, year-wise and State/UT-wise; (c) the number assisted under DGR employment and self-employment schemes during the said period, scheme-wise and year-wise, along with funds allocated and utilised; (d) whether reservation and preferential absorption for ex-servicemen exist in Government jobs, the details thereof; and (e) the number of ex-servicemen appointed in Government jobs during the last five years and the steps proposed to address any backlog? A N S W E R MINISTER OF STATE (SHRI SANJAY SETH) IN THE MINISTRY OF DEFENCE (a) The Government has several schemes relating to resettlement, rehabilitation and livelihood generation for the welfare of ex-servicemen and their dependents. The Directorate General Resettlement (DGR), under the Department of Ex-Servicemen Welfare, Ministry of Defence, implements a range of resettlement schemes to facilitate gainful employment and self-employment of Ex-Servicemen (ESM) from all three Services. Details of schemes run by DGR is annexed as Annexure-I. (b) and (c) The year-wise number of ex-servicemen registered with the Directorate General Resettlement ( DGR) and the details of funds allocated and utilised are annexed as Annexure-II. (d) and (e) The reservation and preferential absorption for ex-servicemen exist in Government jobs are as follows : 10% vacancies in the posts upto the level of Assistant Commandant in Central Para Military Forces; 10% vacancies in Group ‘C’ posts and 20% vacancies in Group ‘D’ posts in Central Govt. Ministries/Departments; 14.5% vacancies in Group ‘C’ and 24.5% vacancies in Group ‘D’ posts in Central Public Sector Undertakings (CPSUs) and Public Sector Banks. …2/--2- (Including 4.5% for Disabled ESM and dependents of Service personnel killed in action); 100% in Defence Security Corps. Government mandates CPSUs, Corporate Houses, Private Sector Undertakings to hire security guards only from DGR empaneled / sponsored ESM Security Agencies, and State ESM Corporations on Pan India basis spread across rural as well as urban areas .The number of Ex-servicemen appointed in Government jobs during the last five years is 11,555. DGR conducts periodic meetings with the Liaison Officers nominated by Ministries/ Deptts and collects, compile and analyse data on ESM representation in various Central Govt Deptts/ Ministries to diminish the backlog. ***** …3/--3- ANNEXURE –I REFERRED TO IN REPLY TO PART (a) OF RAJYA SABHA UNSTARRED QUESTION NO. 2593 TO BE ANSWERED ON 16.03.2026 REGARDING RESETTLEMENT AND EMPLOYMENT OF EX-SERVICEMEN Details of the schemes run by DGR (i) DGR Sponsored Security Agency Scheme: The DGR empanels / sponsors ESM run Private Security Agencies, and State ESM Corporations for providing security guards to various CPSEs and any Corporate Houses, Private Sector Undertakings as requisitioned. (ii) DGR Technical Service Scheme: DGR provides Ex-servicemen manpower for ‘Technical Services’ to the Government Est/ Complexes through empanelled State ESM Corporations. This scheme has been recently introduced. (iii) ESM Coal Loading And Transportation Scheme (Officers only): The Scheme is administered on the basis of MoU between the Coal India Ltd (CIL) and DGR. Presently the scheme is under revival. (iv) Coal Tipper Attachment Scheme for ESM(For JCOs/OR): This scheme is linked with the ESM Coal loading and transportation scheme. (v) Tipper Attachment Scheme for Widows and Disabled Soldiers: Widows upto age of 65 and disabled soldiers having 50% or more disability are eligible to enrol for this scheme. This scheme is linked with the ESM Coal loading and transportation scheme. (vi) Issue of DGR Eligibility Certificate for Allotment of LPG/ Retail Outlet (Petrol/ Diesel) Distributorship advertised by Oil Marketing Companies against 8% Reservation Quota: ESM including War widows/ dependents of those who died in war, war disabled/disabled on duty while serving in operational area, widows/ dependents of those who died in harness due to attributable or aggravated causes to Military Service and ex-servicemen disabled in peace due to attributable or aggravated causes to Military Service are eligible for the scheme. (vii) Management of Company Owned Company Operated Retail Outlets: Willing ESM (Officers) and JCOs who has not availed any other Govt/DGR benefit are sponsored for the COCO based on Oil Company’s requisition for further selection by Oil Company. (vii) Management of IGL/ MNGL CNG Stations By ESM In NCR/Pune: Desirous ESM registered in the scheme are sponsored on receipt of requisition from IGL (New Delhi and NCR region) & MNGL (Pune/Nashik). (ix) Allotment Of Mother Dairy Milk Booths And Fruit & Vegetable (Safal) Shops In NCR: The ESM are registered for Milk / Safal (Fruit and Vegetable) booths separately till the age of 60 years. They operate these outlets and earn their livelihood / learn entrepreneurship with respect to business. …4/--4- (x) Incorporation of Ex-Servicemen in Pradhn Mantri Bhartiya Janaushadhi Pariyojna (PMBJP) Scheme: The Government of India Scheme, Pradhan Mantri Bhartiya Janaushadhi Pariyojna (PMBJP), aims at establishing nation-wide Generic Medicine pharmacies for providing cheaper medicines to all. The scheme was launched by DGR in collaboration with PMBI in June 2023. (xi) Resettlement Training/ Skill Development Courses: Training Directorate at DGR is responsible for organizing and conducting Resettlement / Skill Development Training Courses for retiring/retired personnel of Indian Armed Forces to enhance their skill level for smooth transition and suitable employment in civil street. (1) For Officers - 60% Course fee is paid by MoD/ DGR while 40% is paid by each individual officer. Widows of officers are also eligible to undergo above courses. (2) For JCOs/OR & Equivalent - 100% Course fee is paid by MoD/ DGR.
