Parliament Question: Restructuring of SAGY

GOVERNMENT OF INDIA MINISTRY OF RURAL DEVELOPMENT DEPARTMENT OF RURAL DEVELOPMENT LOK SABHA UNSTARRED QUESTION NO. 5193 ANSWERED ON 24/03/2026 RESTRUCTURING OF SAGY 5193. Shri M Mallesh Babu: Will the Minister of RURAL DEVELOPMENT be pleased to state: (a) whether the Government proposes to relaunch or restructure the Sansad Adarsh Gram Yojana (SAGY) in the Financial Year 2026-27 to provide dedicated institutional support and a specific Gap-Filling Fund to ensure more effective implementation by Public Representatives, if so, the details thereof; (b) whether the Ministry is aware that several Inter-State Border villages in Kolar district, situated along the Karnataka-Andhra Pradesh boundary, suffer from developmental lag due to overlapping jurisdictions and lack of integrated central planning, if so, the details thereof; (c) whether the Government will consider expanding the Priority Model Village framework— currently focused on international borders under VVP—to include underdeveloped Inter-State Border pockets like those in Kolar under the revamped SAGY; (d) the details of the monitoring mechanism currently in place to track the progress of Village Development Plans in Kolar during the last three years; and (e) the steps taken to incentivize District Administrations to prioritize SAGY village projects in their annual action plans? ANSWER MINISTER OF STATE IN THE MINISTRY OF RURAL DEVELOPMENT (SHRI KAMLESH PASWAN) (a) to (c): No, currently there is no proposal to relaunch or restructure the SAGY or to consider Inter-State Border villages under SAGY in similar line of Vibrant Village Programme (VVP) implemented by Department of Border Management, Ministry of Home Affairs. Page 1 of 2(d): The Ministry has evolved a comprehensive multilevel and multi- tool system of monitoring and evaluation of the implementation of its programmes which includes review by the Minister of Rural Development, Performance Review Committee meetings, Common Review Mission, Concurrent Monitoring and Impact Assessment studies. Concurrent monitoring mechanisms include the progress updated by States/Districts through SAGY website regarding the identification of the Gram Panchayats, progress tracking of Village Development Plans (VDPs) and field visits by Ministry of Rural Development officials. Seven SAGY GPs in Kolar has already completed 100% projects / activities planned under VDP. (e): Necessary instructions were issued to Panchayati Raj Departments of State / UT Governments to accord priority to the Gram Panchayats selected under the SAGY while preparing annual action plan. ***** Page 2 of 2
