REVIEW OFHEALTH MISSIONS

Will the MINISTER OF HEALTH AND FAMILY WELFARE be pleased to
state:
(a) whether the Government has reviewed the health missions being run across the
country, if so, the details thereof;
(b) whether the construction works carried out under the health mission in various
districts of Maharashtra including Dharashiv by contractual engineers are of substandard
quality, if so, the details thereof;
(c) the action taken by the Government against the engineers/contractors found
responsible for such substandard work;
(d) the criteria laid down by the Government to ensure strict action against such
engineers/contractors in future;
(e) whether there is any provision to withhold bills/impose penalties or blacklist
contractors in such cases; and
(f) if so, the details thereof along with the number of such instances in which bills have
been withheld so far?

(a) to (f): Public Health’ & ‘Hospitals’ are State subjects, hence, the primary
responsibility of providing infrastructure, diagnostic equipment and manpower in all
public health facilities of the country lies with respective State/UT Government.
The Ministry of Health and Family Welfare, Government of India, provides technical and
financial support to the States/UTs to strengthen the public healthcare system, based on
the proposals received in the form of Program Implementation Plans (PIPs) under
National Health Mission (NHM) as per norms & available resources and the State
government executes the works as per the approval.
Under National Health Mission (NHM), the performance of the States under various
health programmes are regularly assessed in the country including remote, hilly and tribal
areas, through review meetings, mid term reviews of key deliverables, field visits of
senior officials, promoting performance by setting up benchmarks for service delivery &
rewarding achievements etc. Common Review Missions (CRM) are conducted annually
to assess and monitor the progress and implementation status of various schemes.
As informed by State of Maharashtra, the construction works undertaken under the health
missions including Dharashiv district are executed and regularly monitored by the
Infrastructure Development Wing (IDW) of the State Government. Periodic site visits
and inspections are carried out to ensure adherence to prescribed quality standards. IDW
has also empanelled Third Party Audit Consultants and Architect Consultants to monitor
and ensure the quality of construction. In addition, contractors are selected from an
empanelled register maintained by IDW. Monthly review meetings are also conducted by
the State Health Department Head quarter at Mumbai to monitor progress and quality of
works. The work at the District level is also monitored by the District Health Officer
(DHO) and Civil Surgeon (CS) in their respective institutions.
Provisions for withholding bills, imposing penalties and blacklisting contractors in case
of poor performance or substandard work are included in the agreement and work orders
issued to contractors by the State. Earlier, the contracts of five Deputy Engineers (DEs)
and three Executive Engineers (EEs) have been terminated by the State. Three
contractors have been blacklisted and Rs. 1.54 crore amount of penalty, raised in certain
cases, have been retained as per terms mentioned in the agreement.
