Will the Minister of HEALTHAND FAMILYWELFAREbe pleased tostate:
(a) whether the Government has reviewed the implementation of the Ayushman Bharat
Pradhan Mantri Jan Arogya Yojana (AB-PMJAY) during the last three years, if so, the details
of the eligible beneficiaries, patients, who have availed treatment and empanelled hospitals
across the country, State-wise, particularly in Himachal Pradesh and the Shimla
Parliamentary constituency;
(b) the steps taken by the Government to expand health insurance coverage andto strengthen
primary healthcare services through the Ayushman Arogya Mandirs along with their current
status inHimachalPradesh andthe ShimlaParliamentaryconstituency;
(c) the current status of the integration of ABHA(Ayushman Bharat Health Account), digital
health records and other digital health services under the Ayushman Bharat Digital Mission;
and
(d) whether the said scheme has reduced the Out-of-Pocket Expenditure on healthcare for the
people and the progress made towards the goal of Universal Health Coverage across the
country, particularly in Himachal Pradesh and the Shimla Parliamentary constituency, if so,
the detailsthereof?

(a) and (b): National Health Authority regularly reviews the implementation of Ayushman
Bharat - Pradhan Mantri Jan Arogya Yojana (AB-PMJAY) through periodic review meetings
with States/UTs to assess the progress of scheme implementation, beneficiary coverage,
hospital empanelment andscheme utilisation.
AB-PMJAY was launched in September 2018 and initially the scheme covered 10.74 crore
families identified under the Socio-Economic Caste Census, 2011, constituting the bottom
40% of India's population. In January 2023, the beneficiary base was revised from 10.74
crore to 12 crore families to account for India's decadal population growth. In March 2024,
approximately 37 lakh additional families of Accredited Social Health Activists, AnganwadiWorkers and Anganwadi Helpers were included under the scheme. The scheme was further
expanded in October 2024 to cover 6 crore senior citizens of age 70 years and above
belongingto4.5crore families irrespective of theirsocio-economic status.
As on 30.06.2026, a total of 37,413 hospitals are empanelled under the scheme, of which
14,761 hospitals have been empanelled during the last three years (FY 2023-24 to FY2025-

Further, as on 30.06.2026, a total of 12.69 crore hospital admission have been authorized
under the scheme, of which 7.14 crore hospital admission have been authorized during the
last three years (FY 2023-24 to FY 2025-26). The State/UT-wise details of hospital
admissions authorizedincluding HimachalPradeshduring the same periodare at Annexure.
The constituency-wise data is not captured under AB-PMJAY, however, the progress of the
scheme in the districts under the Shimla Parliamentary constituency during the last three
years(FY2023-24 toFY2025-26) isasunder:

Under National Health Mission, through 1.86 lakh Ayushman Arogya Mandirs (AAM) in the
country, (including 2845 AAMs in Himachal Pradesh and 203, 178 and 343 AAMs in Solan,
Sirmaur and Shimla Districts of Shimla Parliamentary Constituency respectively),
comprehensive primary healthcare is provided by strengthening Sub Health Centres and
Primary Health Centres. These AAM provide preventive, promotive, rehabilitative and
curative care for an expanded range of services encompassing reproductive and child
healthcare services, communicable diseases, non-communicable diseases and other health
issues.
(c): The Ayushman Bharat Digital Mission (ABDM) was launched by the Government of
India in September 2021 to support the development of an integrated, citizen-centric national
digital health ecosystem. As on 27.07.2026, the progress of ABDM for the country is as
follows:

asa proportion of totalhealthexpenditure declinedfrom 62.6% in2014-15 to43.4% in2022-
23. This substantial reduction indicates that households are incurring a considerably lower
share of healthcare costs directly from their own pockets, owing to increased public
investment inhealthand the expansion of publiclyfinancedhealth insurance schemessuch as
AB-PMJAY.
Further, in the three districts of Shimla Parliamentary Constituency i.e. Shimla, Sirmaur, and
Solan, as on 30.06.2026, a total of 64,666hospital admissions amounting toRs. 102.90 crore
cashless treatmenthave beenauthorizedfor eligible beneficiaries.Annexure
