SHRI MANISH JAISWAL: Will the Minister of AGRICULTURE AND FARMERS WELFARE कृ िष एवं िकसान क(cid:670)ाण मं(cid:361)ी be pleased to state: (a) whether the Government has reviewed the irrigation coverage and procurement of agricultural produce at Minimum Support Price (MSP) in Hazaribagh district of Jharkhand; (b) the district-wise details of irrigation coverage, procurement centres, quantity of produce procured and farmers benefited during the last three years; (c) whether the Government has received representations regarding inadequate irrigation facilities and procurement infrastructure in Hazaribagh; and (d) the steps taken or proposed to expand irrigation facilities, strengthen procurement infrastructure and enhance farmers' income in the district? ANSWER MINISTER OF STATE FOR AGRICULTURE AND FARMERS WELFARE कृ िष एवं िकसान क(cid:670)ाण रा(cid:475) मं(cid:361)ी (SHRI RAMNATH THAKUR) (a) to (d) Water is a State subject. It is for the State Government concerned to plan, implement and manage the irrigation projects, and to prepare action plan to make irrigation system more extensive in the State. Role of Government of India is limited to providing technical support, and partial financial assistance for identified projects under the ongoing schemes. Ministry of Jal Shakti (MoJS), Government of India is implementing Accelerated Irrigation Benefit Programme (AIBP) and Har Khet Ko Pani (HKKP) components of Pradhan Mantri Krishi Sinchayee Yojana (PMKSY) which focuses on major, medium and minor irrigation projects. One project Subernrekha multipurpose irrigation project is under implementation in State of Jharkhand under PMKSY-AIBP which benefits East Singhbhum, West Singhbhum, and Seraikela- Kharsawan Districts of Jharkhand. Since inclusion of the project under AIBP in 2011-12, Central assistance of Rs.1889.62 crore has been released to State Government for the project and 113.59 Thousand hectares irrigation potential (IP) has been created in these Districts, however, districtwise wise details of IP are not maintained centrally. Department of Agriculture & Farmers Welfare, Government of India is implementing Centrally Sponsored Scheme of Per Drop More Crop (PDMC) scheme in the Country including Jharkhand. The scheme focuses on enhancing water use efficiency at farm level through Micro Irrigation technologies, namely, Drip and Sprinkler Irrigation systems. An area of 54095 ha has been covered under micro irrigation through PDMC in Jharkhand and Central Assistance released is Rs. 338.38 crore since 2015-16. In Hazaribagh District, 2782 ha area has been covered under micro-irrigation through PDMC since 2015-16. The district wise details of area covered under micro-irrigation as reported by State Government during last three years are given at Annexure-I. Central Govt. schemes are reviewed with State Government on regular basis for its effective implementation, however review of District level implementation is responsibility of State Government.As per the Land Use Statistics Database maintained by the Government of India, the net irrigated area is 225.82 thousand hectares. District-wise details of Net Irrigated Area and Gross Irrigated Area in Jharkhand is given at Annexure-II. Procurement of agricultural commodities at Minimum Support Price (MSP) is undertaken by designated Central and State Government/ agencies in accordance with the procurement policy and operational requirements by Ministry of Food and Public Distribution. Procurement arrangements, including the number and location of procurement centres, are made by the concerned State Government and procurement agencies based on production, market arrivals and other local considerations. State Government has reported that, no representation has been received regarding inadequate procurement infrastructure in Hazaribagh district. The procurement plans and its progress is reviewed regularly with State Government and concerned agencies for effective implementation. The details of paddy procurement, number of farmers benefitted in Jharkhand available with Central Government and the paddy procurement, number of farmers benefitted and number of procurement centres in Hazaribagh District as reported by State Govt. for last three years are given in Table. The details of paddy procurement and centres districtwise are not maintained centrally. Under these schemes, the Oilseeds and Pulses procurement is taken up based on the proposals of State Governments. However, no proposal for procurement has been made under these scheme by State of Jharkhand. Government of India implements various schemes for holistic and sustainable development of agriculture and increasing income of farmers in the country including Jharkhand State. These schemes are implemented by State Governments as per their priority in different districts. The schemes include, Mission for Aatmanirbharta in Pulses, the National Mission on Edible Oils–Oilseeds (NMEO-OS), National Food Security & Nutrition Mission (NFSNM), Per Drop More Crop, Rainfed Area Development, Soil Health and Fertility scheme, Paramparagat Krishi Vikas Yojana, National Mission on Natural Farming scheme, Mission for Integrated Development of Horticulture, Agroforestry Mission, National Bamboo Mission, Pradhan Mantri Kisan Samman Nidhi, Pradhan Mantri Fasal Bima Yojana, Agriculture Infrastructure Fund, Sub-Mission on Agricultural Mechanization, e-NAM (National Agriculture Market), Rashtriya Krishi Vikas Yojana (RKVY) etc.Annexure-I of LSPQ 2685 dated 04.08.2026 Districtwise details of Area covered under Micro-irrigation and Nos of Beneficiary under Per Drop More Crop for last three years in Jharkhand 2023-24 2024-25 2025-26 Total Sl.
