(a)whether the Government hasconducteda criticalreview of the public healthcare capacity, human
resource adequacy andservice accessibility inMoradabad district of Uttar Pradesh specificallyinthe
contextof preventive care anddisease burdenmanagement;
(b) if so, the details of the systemic interventions, infrastructural enhancements and service delivery
reforms implementedin the said district through Centre-Statecoordination; and
(c) the details of the structural health-system reforms proposed by the Government to ensure
equitableaccess, quality of care andpreparedness for future public healthchallenges inthe country?
ANSWER

(a) & (b): Public Health and Hospital is a State Subject and the responsibility for strengthening of
healthcare system including human resource adequacy and service availability in the public health
facilities lies with respective State/UT Governments. However, Ministry of Health and Family
Welfare, Government of India provides financial and technical support to the States/UTs to
strengthen their healthcare systems based on the Programme Implementation Plans (PIPs) submitted
bythe States/UTs within theiroverallresource envelope. The Government of India providesapproval
for the proposal inthe form of Recordof Proceedings (RoPs) aspernormsandavailableresources.
As per the information provided by State Government of Uttar Pradesh, in Moradabad
district 32 Primary Health Centres (PHCs), 27 Urban PHCs, 40 Urban Health and Wellness Centres
(HWCs), and 248 Rural Health and Wellness Centres (RHWCs) are being operated to provide
healthcareservices to the populationof the district.
Further, as informed by the State Government of Uttar Pradesh, in the context of preventive
care and disease burden management in Moradabad district, the details of programs being
implementedat bothrural andurbanPHCsare asfollows- Regular antenatal check-ups for pregnant women are conducted daily at all PHCs, where
examinationsare carried out by Auxiliary Nurse Midwives (ANMs).
Under the Pradhan Mantri Matrutva Suraksha Abhiyan (PMMSA), special camps are
organized four times a month which provide screening services, ANC tests, ultrasound
examinations,andspecial monitoringof High-Risk Pregnancies(HRP).
To prevent communicable diseases such as malaria, dengue, tuberculosis, and leprosy,
ASHAs and medical teams conduct door-to-door surveys and create awareness regarding
treatment and preventive measures. Anti-larval spraying is also carried out to prevent
mosquito-borne diseases, and special camps along with focused tracking are organized in
sensitive areas.
(c): State Government of Uttar Pradesh established Ayushman Arogya Mandir under the
Ayushman Bharat Yojna for strengthening and upgrading the Primary Health Centers of the country
to deliver comprehensive primary healthcare services. Under this program existing Sub Centers and
Primary Health Centers are being upgraded to Ayushman Arogya Mandir (AAM). At the AAM, the
range of services has been increased to include 12 service packages, going beyond reproductive and
child health and communicable diseases to include care for non-communicable diseases, oral, eye
andear, nose andthroat (ENT) care,elderly care,palliative andrehabilitative care,mental healthand
first levelcare for emergencies andtrauma.
Other initiatives to ensure equitable access, quality of care and preparedness for future public
healthchallengesinclude:
