REVIEW OF ROAD PROJECTS UNDER PMGSY
2867. Shri Rajiv Pratap Rudy:
Will the Minister of RURAL DEVELOPMENT be pleased to state:
(a) the details of road projects sanctioned, approved and completed
under the Pradhan Mantri Gram Sadak Yojana (PMGSY) during
the last five years along with the total expenditure incurred,
State/UT-wise;
(b) whether the Government has reviewed the causes of delays in
the execution of certain projects under PMGSY, if so, the details
thereof;
(c) the corrective measures and action taken to ensure timely
completion of sanctioned projects and to prevent recurrence of
such delays in future; and
(d) the specific progress made under PMGSY in the State of Bihar
during the same period, including details of road length
sanctioned, completed and pending along with reasons for any
delay, State-wise?

(a): The details of the road projects sanctioned & constructed under
Pradhan Mantri Gram Sadak Yojana (PMGSY) State/UT-wise during
the last five financial years may be seen at pmgsy.dord.gov.in ->
Progress Monitoring -> Financial Yearwise Achievement. Further, the
financial year-wise details of expenditure incurred (including State
Share) State/UT-wise may be seen at pmgsy.dord.gov.in -> Financial
Progress -> Fund Position Report Live.
(b) & (c): The Ministry periodically reviews the progress of the
scheme and has identified several factors that occasionally impede
the pace of implementation. These include challenges such as limited
working seasons due to adverse weather conditions, difficulties in
Page 1 of 2obtaining forest clearances, scarcity of raw materials, and legal or
land-related encumbrances. In the North-Eastern and Himalayan
States, these challenges are often compounded by difficult terrain
and logistical constraints. In certain regions, security concerns and
the limited technical or contracting capacity of implementing
agencies also impact the timely execution of works.
To address these bottlenecks and ensure the timely completion
of projects, the Ministry has established a robust multi-layered
monitoring framework. Progress is rigorously scrutinised through
Regional Review Meetings (RRMs), Performance Review Committee
(PRC) meetings, and Empowered Committee meetings. High-level
interactions are frequently held by the Secretary and Joint Secretary
of the Ministry with the Chief Secretaries and Principal Secretaries
of the States/UTs to resolve inter-departmental issues. At the
grassroots level, the District Development Coordination and
Monitoring Committee (DISHA), chaired by the Hon’ble Member of
Parliament, provides a vital platform for oversight.
(d): The details of the road projects sanctioned, constructed &
pending under Pradhan Mantri Gram Sadak Yojana (PMGSY) State/UT-
wise (including the State of Bihar) during the last five financial years
