REVIEW OF SCHEMES FOR EMPLOYMENT GENERATION
2306. SHRI UMMEDA RAM BENIWAL:
Will the Minister of LABOUR AND EMPLOYMENT be pleased to state:
(a) whether the Government has regularly reviewed employment
generation under major national schemes during the last ten
years;
(b) if so, the details and major findings thereof;
(c) the number of persons who have been provided employment
directly or indirectly under major schemes during the last ten
years in the country, State/UT-wise including Rajasthan; and
(d) whether it is a fact that despite various economic reforms the
unemployment rate in the country is relatively at high level and if
so, the details thereof?

(a) to (d): Employment generation coupled with improving employability
is a priority of the Government. Accordingly, Government is
implementing various employment generation schemes/ programmes.
The details of the major employment generation schemes/programmes
being implemented by the Government may be seen at

The Government undertakes a systematic review and evaluation of
all schemes and programmes before the commencement of each
Finance Commission cycle to ensure their continued relevance,
effectiveness, and alignment with evolving priorities.
The official data source on Employment and Unemployment is
Periodic Labour Force Survey (PLFS) which is conducted by the Ministry
of Statistics and Programme Implementation (MoSPI) since 2017-18.As per the latest available Annual PLFS reports, the estimated
Worker Population Ratio (WPR), indicating employment on usual status
for persons age 15 years and above has increased from 46.8% in 2017-
18 to 58.2% in 2023-24.
Further, the estimated Unemployment Rate (UR) on usual status for
persons of age 15 years and above has decreased from 6.0% in 2017-18
to 3.2% in 2023-24.
